The Children's Rights and Advocacy service is available to children and young people in need of protection aged 10-19 and up to 25 with a learning difficulty or disability. The service is also available to Looked After Children from birth to 19 years (25 years if they have a learning difficulty or disability).
Independent Visitor Service (IV) is delivered as part of the local authority duty under the Children Act 1989 that every looked after child has the right to request an independent visitor. The overall objective of the service is to offer support and befriend children and young people who are looked after and have little or no contact with their families.
There are significant areas of overlap and duplication within the two services where both require providers to deliver independent, targeted advocacy and support services to vulnerable children and young people, who are looked after, in need of protection by the authority or are open to Children's Disability Services.
