II.2.1)Total quantity or scope:
Design, delivery and commissioning of an Organisation Development Practitioners Post Graduate Certificate Programme for a suite of Organisation Leadership Development interventions in support of outstanding leadership development and enhancement of NHS Staffs delivery of care to patients. The programme will be designed for the following objectives:
- The overarching outcome will be to build the capability and capacity of OD in the London NHS system through providing an accredited Post Graduate practitioner programme that:
- Enhances the capability of existing OD Practitioners and
- Develops annual cohorts of qualified OD Practitioners who can use OD tools and approaches effectively in their organisations.
Learning outcomes for programme participants must include but not be limited to:
- A broad understanding of the underpinning theory base of OD and how organisations function, with a particular understanding of organisations as complex social processes and the implications of this perspective for their practice as leader, manager or internal consultant.
- A heightened awareness of self - how they engage with and impact on other individuals, groups and relational processes in the organisation context and in their role as change agent and/or internal consultant.
- Increased ability to work effectively with group and power dynamics in health care settings.
- An enhanced sense of personal presence and confidence, enabling them to respond appropriately in uncertain and emerging change situations.
- An increased competence in using all aspects of the contracting cycle and particularly in designing change processes and facilitating small and large scale interventions.
The target audience will be existing members of the Leadership and OD community in London; individuals who are currently practicing in OD and have real-life examples that they can bring to the programme.
The successful provider will have an existing accredited Post Graduate Certificate programme that can be tailored to reflect the context of the NHS in London, refining modules and delivery to the target audience.
This tender is for a contract of up to a maximum of 3 years, with committment to annual periods only. Commitment to year 2 will be wholly dependent on the effectiveness and success rate of year 1 cohort and commitment to year 3 will be wholly dependent on the effectiveness and success rate of year 1 and year 2 cohorts. It is anticipated that each annual cohort will of between 20 and 30 participants per year and the programme is expected to start in March 2014 and be spread over 9-12 months per cohort.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.
