Provision of a highways, street lighting and highways structures maintenance and new works term contract to cover both maintenance of the network and smaller capital works up to an indicative ceiling of 250 000 GBP per project.
The contract is envisaged to include the provision or organization of the provision of services which include but may not be limited to:
1) Highways maintenance;
2) Professional services for highways;
3) Construction and maintenance work for bridges;
4) Traffic control, street lighting and street furniture provision and maintenance;
5) Gully cleansing and emptying;
6) Drainage works;
7) Winter maintenance services, including provision of vehicles.
The Council intends to use a contract based on the Midlands Highways Alliance (MHA) NEC contract, and bidders will be expected to comply with the Midland Highways Alliance's standard collaboration arrangements.
An open book costing arrangement is envisaged.
A salt barn will be provided.

VI.3.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: Rutland County Council has incorporated a standstill period at the point of notification of the decision to award the contract. Any appeal or challenge against the award decision must be communicated to the address stated in I.1 above within the standstill period. If an appeal or challenge to award the contract has not been successfully resolved the Public Contracts Regulations 2006 (As Amended) provide for aggrieved parties to take action in the High Court. Any such action must be brought promptly (generally within 3 months, although this time period may be reduced in certain circumstances). Where a legal challenge is made after the contract has been entered into then that contract may be declared ineffective and / or shortened and / or a fine imposed by the Court.
