II.4)Short description of nature and scope of works
The EFA is proposing to set up a Regional Framework, comprising 5 lots (based on English regions - namely London and South East, South West, Midlands, North West and the North East), which will become operational in the summer of 2014. The purpose of this Regional Framework is to provide EFA with a procurement vehicle for its capital programmes, including but not limited to free schools, university technical colleges (UTCs), studio schools, Academies Capital Maintenance Funded schemes, basic needs and potentially other programmes.
The EFA is likely to be the main client of the Regional Framework, which will also be made available to other responsible bodies in the sector, for example Local Authorities, Academy Trusts, and other schools.
The Framework will generally be used for refurbishment and remodelling works with some new build. Refurbishment will include (but is not limited to) window and/or roof replacements, removal of asbestos.
The value of projects called off under the Framework will typically be in the region of between GBP 3 million - GBP 5 million, but could include projects with a value range from approximately c GBP 200,000 - c GBP 10 million.
The EFA will set a minimum financial turnover threshold for suppliers of GBP 25 million per region.
Bidders are permitted to apply for more than one region (Lot) but will be required to demonstrate they meet the minimum financial threshold for each region (Lot) that they apply for.

Other wider educational and community facilities may also be procured under the Framework, especially where co-located. Such wider educational and community facilities may include, but are not limited to, Early Year provision. For the avoidance of doubt the eligible bodies above shall include any providers of state funded education and shall also include any statutory successors and organisations created as a result of reorganisation or organisational change. In such circumstances clarification will be issued to those who are successful and eligible bodies.

EFA may use its discretion to redact information to protect key commercial interests or on prescribed grounds. More information will be provided at the tender stage.
