Centro supported area of the West Midlands. However, it is Centro's intention to make contracts / framework agreements available to other public bodies, Integrated Transport Authorities, public transport providers and any other relevant organisations in the UK to utilise. Any contracting entity wishing to make use of these arrangements would be expected to contract directly with the successful suppliers for the relevant systems / services required.

Centro intends to tender for various contracts / framework agreements related to the provision of Smartcard systems which may include the following:
- Systems for customer registration, enquiry purchase and top up through mobile (incl. NFC), web and telephone;
- Provision of customer care services, both telephone, web-based and social media, for passengers using smartcards;
- ITSO processing via an AMS/HOPS including ISAM production, management and configuration.
- Transaction reporting, analysis and financial settlement with advanced business analytics;
- Card management system and services;
- Payment services;
- Local and bureau card production and distribution systems, equipment and services;
- Fulfilment of products and top ups at remote locations and specific outlets for example at bus stops and in travel shops;
- Innovative smart retailing solutions to provide greatest coverage of the West Midlands;
- Ticket machine (on vehicle, vending, gated and hand held) and their supporting back offices;
- Alternative ticketing facilities (EMV cards/back office, ticket machines, mobile phones NFC for product pick-up);
- Project management, integration, testing and quality assurance services for the above;
Precise quantities are currently unknown both in terms of Centro's overall requirements and potential requirements from other contracting entities utilising the arrangements. The lower figure below represents Centro's minimum anticipated expenditure, however, this is an approximation only. The maximum value in this section does not represent Centro's maximum anticipated expenditure but reflects the possible value of the contracts / framework agreements should the full range of contracting entities able to ustilise the arrangements elect to do so.

The Contracting Authority intends to use an eTendering system in this procurement exercise and reserves the right to use a reverse auction.
Centro intends to issue a Contract Notice in relation to the services described in Section II.1.2 above in late August / early September 2013, with an anticipated award around June 2014.
Suppliers should note that Centro is yet to decide on an appropriate Lot structure and therefore information on Lots has not been included in this PIN. Lots will be fully described in the forthcoming Contract Notice when issued.
Centro believes that given the nature and range of requirements set out above; that, this opportunity may be of interest to a wide range of suppliers which include but are not limited to (1) ITSO suppliers; (2) those who have experience in processing large amounts of data (banks, card providers etc.); (3) non-smartcard transport related providers (for example the suppliers of passenger real-time information); and 4) transport equipment suppliers not yet ITSO certified.
Please note that the details in Section II.3 above reflect Centro's specific aims and aspirations from the new suite of Smartcard contracts being developed and procured. It is also Centro's intention to make these contracts available to other public bodies, Integrated Transport Authorities, public transport providers and any other relevant organisations in the U.K. to utilise. Any contracting entity wishing to make use of these contracts would be expected to contract directly with the successful suppliers for the relevant systems / services required.
Accordingly, in order to engage with the market, and allow suppliers interested in finding out more about this exciting opportunity, Centro are holding a Supplier Engagement Day on 3.7.2013 at Warwickshire Cricket Ground, Edgbaston, Birmingham from 9:00 to 15:30.
At the Supplier Engagement Day, Centro will explain who we are. We will present our current successes in providing our services to bus companies, neighbouring transport authorities and the UK public sector. Centro will outline our Smartcard vision and road map for the West Midlands, the reasons for the procurement, the overall approach we will be taking and the ideas we have.
Centro wishes to engage with suppliers to obtain feedback in order to assist Centro in finalising its procurement strategy and in particular the formation of Lots and the associated OJEU route. Centro wishes to provide suppliers with the opportunity to meet and consider possible consortium arrangements and to explore with suppliers what models of delivery they would consider bidding for including, but not limited to: 1) service based (including business processes) i.e on a cost per transaction or similar pricing model; 2) provision of hosted systems (including cloud based) with maintenance and support; and 3) the possibility of Centro utilising the services provided to another transport authority.
The Supplier Engagement Day will be facilitated by Intellect (Information Technology Telecommunications and Electronics Association) and shall include breakout sessions where suppliers can discuss ideas. Intellect shall be collecting feedback on behalf of Centro and shall be ensuring that feedback collected is anonoymised before it is passed to Centro.

Suppliers are strongly advised to attend the Supplier Engagemant Day. However, Centro, shall, to the extent it is possible, endeavour to make as much information as possible from the day available to those who cannot attend. Suppliers should note that the second part of the Supplier Engagement Day will involve breakout group discussions, from which only the feedback can be disseminated.
