PP is acting as contracting authority on behalf of participating clients and members and wishes to alert the market of its intention to procure and enter into a framework agreement with multiple organisations for the carrying out of various internal and external property works. The works will be for the purpose of completing installation, maintenance and repair works to social housing properties.
PP generate efficiencies by leveraging the procurement of construction, materials, services and contractors. The proposed framework agreement will be a fundamental contributor to delivery of value for money, sustainability, innovation and the delivery of social and economic regeneration.The contractors and suppliers appointed to PP's framework agreements share the company's commitment to regeneration and to the delivery and reinvestment cost savings directly into local business, jobs and skills.
The proposed framework agreement will enable participating contracting authorities to instruct a broad and diverse range of internal and external works. It is envisaged that the category of works required will include the following:
- Kitchen installation;
- Bathroom installation;
- Heating and ventilation installation;
- Commercial heating and installation (including alternative and renewable heating systems);
- Electrical installation;
- Window and door installation;
- Brickwork, masonry and associated ancillary works;
- General building works and repairs;
- Roof installation and associated works;
- Paint and pre-paint repair works;
- Planned asbestos removal;
- Reactive asbestos removal work;
- Estates improvement work;
- Adaptation works;
- Insulation works;
- Fire precaution works;
- External works to high rise properties;
- Various internal works;
- Various external works;
- Various works to communal areas.
The purpose of this prior information notice is to allow PP to alert the market to its intentions in advance of undertaking the procurement. PP therefore reserves the right to amend, add or delete the lots described before calling for competition. PP is giving particular consideration to structuring the lots in order to target geographical areas and volume of properties. PPs intention in this regard will be confirmed in any subsequent contract notice and pre-qualification questionnaire.
The following contracting authorities will be entitled to agree call off contracts under the proposed framework agreement as and when required:
1. PPs members (both current and future);
2. LHPs members (both current and future);
3. CHPs members (both current and future);
4. PPALs members (both current and future);
5. The current and future members or any other member of the Re:allies alliance from time to time;
6. Any partner or customer of PP, LHP, CHP,PPAL or other Re:allies member from time to time; which may include any social housing provider in the United Kingdom. Social housing provider for this purpose means any provider of social housing and includes registered housing providers (a list of which can be found by visiting www.homesandcommunities.co.uk), local authorities, local government ALMOs and unitary authorities.
The contracting authorities referred to above will be entitled to agree call off contracts under the proposed framework agreement but shall be under no obligation to do so.
The contracting authorities listed and referred to above have requirements predominantly within the North West of England including Greater Manchester, Lancashire, Cheshire, Merseyside, Staffordshire, Shropshire and Cumbria. The authorities listed and referred to above shall be under no obligation to use the framework agreement.
PP will be holding Meet the Buyer events in Manchester on the 13.5.2013 and in Haydock on the 14.5.2013 and in Penrith on the 15.5.2013. Places are limited to two representatives per organisation and will be allocated on a first come, first served basis to those organisations who correctly submit their details by clicking the 'submit' button at the end of the registration form.
