II.4)Short description of nature and scope of works
The Contracting Authority is seeking a private sector partner to enter into a long term joint venture to carry out several schemes of residentially led regeneration. The Contracting Authority has determined that a joint venture approach provides the best opportunities for the Contracting Authority to make better use of certain assets and achieve its housing and regeneration objectives.
The Contracting Authority is seeking a reputable partner who shares its vision and is able to demonstrate long term commitment to regeneration and high quality residential developments. In turn the Contracting Authority’s partner will have the opportunity to create new market and affordable homes in one of London’s most sought after locations.
It is anticipated that the joint venture’s lifespan will be for an initial period of 15 years although there will be flexibility to extend for a further period. The Contracting Authority has identified two development opportunities comprising residential sites which are in its ownership in Fulham - Watermeadow Court Estate and St Thomas’s Way (formerly known as Edith Summerskill House). These sites are expected to provide approximately 200 new homes over the first 5 years. Further sites, as yet undetermined, may be brought forward by the Contracting Authority to maintain the housing development pipeline over the following 10 years.
The Contracting Authority envisages that the joint venture will have the capacity to deliver up to 200 units in a five year cycle. Assuming three development cycles during the lifetime of the joint venture it is reasonable to expect that the gross development value could be between 65 000 000 GBP (£) (sixty five million pounds) to 200 000 000 GBP(£) (two hundred million pounds). The values are estimates only as the precise values are currently unknown and will depend on the number of sites delivered by the joint venture during the life of the contract.

The Contracting Authority wishes to seek the views from the market in relation to the proposed long term joint venture and intends to hold an informal market event which interested parties can attend on the morning of 15 November 2012 at Hammersmith Town Hall, King Street, London, W6 9JU.

The Contracting Authority will be using the London Tenders Portal - www.londontenders.org (the "Portal") to channel all communications. Organisations wishing to participate in the event should use this Portal to register an interest in attending (download and complete the invitation). Likewise if there are particular questions that organisations wish to raise or have discussed at the event these can be added to the response document.
