II.1.5)Short description of the contract or purchase(s)RCT Homes is looking to establish a framework agreement that will be capable of delivering a full programme of works and services for the development of open spaces. RCT Homes will be providing other Registered Social Landlords and Housing Associations within the South Wales area, the opportunity to utilise the framework agreement. The specific associations to utilise the framework agreement will be confirmed within the ITT documentation. RCT Homes is undertaking a programme of works and services to improve the lives of their tenants and residents living in neighbourhoods across Rhondda Cynon Taff by raising the standard of open spaces and investing in local communities. Open spaces are not considered as just play areas or recreational grounds they also include everything outside people's front doors such as footpaths, parking areas and allotments that people freely use, walk past day to day or possibly do not use for a number of reasons. The variety and volume of works to be completed within the four years does not always lend itself to large scale sequential programmes. To this end RCT Homes has recognised the benefits of a multi-partner framework and have taken the approach to separate in lots the various work areas that will be required to develop open spaces and the neighbourhood. The aim of this approach is to help facilitate the inclusion of smaller general contractors as well as specialist contractors. It is considered that such partners will offer added value in the delivery of works to isolated and smaller work clusters.

VI.3)Additional informationRCT Homes is seeking to establish a framework agreement and appoint onto the framework suitable suppliers to undertake various packages of works and services in relation to delivering an ‘Open Spaces & Neighbourhood Development' Programme that is intended to bring sustainable improvements to the communities we serve. RCT Homes will call-off works and services on an "as required” basis and will seek proposals at tender stage that deliver our social, economic and environmental sustainability objectives. Further information is provided within the Pre-Qualification Questionnaire (PQQ) which is available on request.

Bidders can request a PQQ until five (5) days before the deadline for submission. RCT Homes will not accept requests for PQQ's after this date.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.co.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
