1.1 The provision of fully orthorectified digital aerial imagery (including true colour and colour infra-red imagery) and product support services for use by the Scottish Government and other authorised Scottish public sector organisations. Coverage will included the complete land area of Scotland, including all Scottish islands, coastal structures such as piers and bridges and 10km across the Scotland/England border.
1.2 A summary of the requirement is detailed below.
Data capture / derivation:
1.3 The fully orthorectified digital aerial imagery supplied under the contract must be captured between 1st April and the 31st October and imagery for coastal/foreshore areas is to be captured within 2 hours of low tide.
1.4 Data capture/derivation is required to a standard equivalent to or better than the specifications in UK RICS Practice Standards, 2010, "Vertical aerial photography and digital imagery", 5th edition, guidance note GN 61/2010.
Accuracy:
1.5 Imagery must have a pixel size equivalent to 15cm-25cm on the ground. In areas where the Ordnance Survey base scale of mapping is 1:2500 or larger a maximum RMSE of +/- 1.0 metres in relation to that base scale mapping is required. In areas where the Ordnance Survey base scale mapping is 1:10000 a maximum RMSE of +/- 2.5metres in relation to that base scale mapping is required.
Format and data supply:
1.6 Data must be supplied in the British National Grid (OSGB36®).
1.7 Data must be supplied in both 1km2 and 10km2 tiles. All tiles must be fully edge matched.
1.8 All fully orthorectified digital aerial imagery must be provided in true colour and should include colour infra-red (CIR) imagery.
1.9 Fully orthorectified digital aerial imagery must be available for supply in the following formats, JPEG2000, TIFF, ECW and JPEG. All orthorectified digital aerial imagery must be accompanied by geo-referencing information.
1.10 Metadata which conforms to UK Gemini 2.1 standard must be included with all supplied data. In addition to order reference information, individual metadata must be supplied to accompany each 1km² tile. This metadata must include tile reference and date of capture information.
1.11 Data must be provided using the following media; portable hard drive and web mapping service (WMS).
1.12 An online data facility must be provided to enable organisations to view and select an area and then choose to either print images or download a digital file.
Update cycle and currency:
1.13 At the commencement of the Contract the Supplier must be able to provide aerial imagery for the complete land area of Scotland which is no more than five years old i.e. the oldest data in the mosaic will have been flown in the year 2007. The Supplier will update the required aerial imagery in accordance with an agreed update cycle to ensure that at the end of Contract year 1, and for the duration of the contract thereafter, all aerial imagery supplied under the Contract will be no more than three years old i.e. the oldest data in the mosaic will have been flown in the year 2010.
Compatibility.
1.14 The data provided must achieve a high degree of temporal and spatial compatibility with the geographic information products already used to underpin critical business applications. Specifically, data must be orthorectified to OS MasterMap topographic layer.
Support.
1.15 A support service must be provided for general queries and guidance to end users. This service should be available 9.00 to 17.00 Monday to Friday and should include:
(a) A service desk to log online incidents or data errors
(b) Incident and error tracking and method for escalating
(c) Telephone advice and guidance to authorized users

Section III: Legal, economic, financial and technical information
Description of particular conditions: Any resultant contract will be subject to the Scottish Government Conditions of Contract.
The pre-qualification questionnaire will be used to assess whether Applicants have the capability and capacity to deliver the requirements under the Contract.
Section IV: Procedure
Objective criteria for choosing the limited number of candidates: As stated in the attached pre-qualification questionnaire. The PQQ will consider experience and capability and appllicants will be expected to achieve the stated pass mark to be considered for inclusion in the final tender list. Responses which do not achieve the stated pass mark may not be invited to tender. The tender list shall be formed by the applicants achieving the highest overall PQQ scores. A maximum of 6 applicants will be invited to tender.
Section VI: Complementary information
The contract is being let in accordance with the Review of Public Procurement in Scotland which recommended that, where appropriate, contracts are made available to the wider public sector. The contract will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross- border public authorities within the meaning of Section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, Scottish fire & rescue authorities, Scottish joint fire and rescue boards, Scottish police authorities, Scottish joint police boards, Scottish National Park authorities, bodies registered as social landlords under the Housing (Scotland) Act 2001, Scottish health boards or special health boards, Student Loans Company Limited, Northern Lighthouse Board, Equality and Human Rights Commission, further or higher education institutions being fundable bodies within the meaning of section 6 of the Further and Higher Education (Scotland) Act 2005, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.
