Section II: Object of the contract
Service category No 26: Recreational, cultural and sporting services
Main place of performance: The site of the new leisure centre in Bangor, Queens Leisure Complex, Holywood and various other sites across the North Down Borough Council area as may be required throughout the term of the contract and as further detailed in Section 1 of the Memorandum of Information.

The Council currently manages all leisure facilities and recreation grounds within its ownership. It is currently envisaged that the following facilities will fall within the scope of this contract:
Bangor Castle Leisure Centre (until it is replaced by the new Leisure Centre);
The new Leisure Centre;
Queen"s Leisure Complex, Holywood;
Spafield Pitch, Holywood; and
The proposed synthetic hockey pitch at Sullivan Upper School, Holywood (together the facilities).
The following additional facilities may also form part of the contract scope during its term (at the Council's sole discretion):
Bangor Sportsplex;
The Council"s recreation grounds; and.
Any other leisure facility which might come into the ownership of the Council during the term of the contract (together the Additional Facilities).
The Council is also minded to include the services currently provided by the Council's Sports Development Unit as part of this contract, however, such sports development services and the Additional Facilities will be open to consideration as part of the competitive dialogue.
The Council wishes to engage an operator to manage, maintain and operate the Facilities and, if required, the Additional Facilities. It is also expected that the successful candidate will be required to manage the mobilisation, opening and commissioning of the new Leisure Centre. Candidates are referred to the Memorandum of Information (a copy of which may be obtained in the manner described in Section VI.3 below) for further details of the project. The initial contract will be for a period of 10 years with an option to extend the contract for a further 5 years.
The Council now invites expressions of interest from suitably qualified candidates by way of completion and return of the pre-qualification questionnaire, which can be obtained in the manner described in section VI.3 below.

Description of these options: The initial contract period will be for up to 10 (ten) years. The contract will include an option to extend the contract for a further period of up to 5 (five) years. Any such option would be exercisable at the Council's discretion and may apply to all of the services, or alternatively only to specific services.

Please note that "request to participate" is by completion and return of the Pre-Qualification Questionnaire via the eSourcing NI online portal by no later than 3pm on 31.10.2011. Candidates should also note that the Council believes that the recreational, cultural and sporting services to which this procurement exercise relates fall within Part B of Schedule 3 of the Public Contracts Regulations 2006 and Annex IIB of directive 2004/18/EC. Although the Council currently intends to follow a procedure similar to the competitive dialogue procedure, the Council reserves the right to depart from this procedure at any time at its sole discretion. In relation to Section II 1.9. please note that variants may be accepted by the Council provided that their form and nature are approved by the Council in advance. Candidates should also note that a Review of Public Administration (RPA) in Northern Ireland may entail the reorganisation of local councils into a smaller number of larger councils. Whilst no date has been agreed for implementation, 2015 is regarded as a possibility. The intention is that once awarded, the contract would transfer to the benefit of any successor Council should RPA proceed during its term. The successful candidate shall also be required to support the Council's economic and social objectives. Accordingly, the successful candidate shall be required to comply with the social and environmental conditions which may be included in the contract.

The Council considers that this contract may be suitable for candidates that are small or medium enterprises (SMEs). However, any selection of candidates will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
