II.3)SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES
North Down Borough Council (the "Council") intends to hold an open day to enable it to more fully describe its proposed future requirements for a leisure management services provider for the new 38 000 000 GBP multi use leisure centre, currently under construction, in Bangor. This facility will include Northern Ireland’s first 50m FINA International Specification swimming pool, diving pool, leisure waters, fitness suite, a full range of dry facilities and outdoor synthetic pitches. The new facility is scheduled to open in late 2012 and the Council wishes to engage an operator to manage, maintain and operate the new centre and, if required, to manage, maintain and operate other Council owned leisure facilities located throughout the wider North Down area. The Council may also include sports development services as part of this requirement. The initial contract will be for a period of 10 years with an option to extend the agreement for a further 5 years. The Council currently intends that this requirement will go to market the week commencing 3.10.2011.
The open day has been scheduled for Thursday 29.9.2011, 10:30am for registration (for an 11.00am start) to 3pm BST and the location is the Town Hall, The Castle, Bangor, Co. Down BT20 4BT. Interested candidates wishing to attend the event must first send a written request by email to . Please note that places at this event are limited therefore applications to attend will be treated on a first come first served basis.
Attendance at the open day will enable potential candidates to hear more about the Council's ambitions, what it is looking for and allow an opportunity for questions. For the avoidance of doubt, potential candidates are advised that responding to this PIN does not ensure their inclusion in the tendering process, nor does this PIN place any supplier in an advantageous position, and no advantage is to be gained by taking part.
Candidates should also note that the Council believes that the recreational, cultural and sporting services to which this procurement exercise relates fall within Part B of Schedule 3 of the Public Contracts Regulations 2006 and Annex IIB of directive 2004/18/EC. Although the Council currently intends to follow a procedure similar to the competitive dialogue procedure, the Council reserves the right to depart from this procedure at any time at its sole discretion.
