SECTION II: OBJECT OF THE CONTRACT

The project comes out of the 2009 Armagh City Centre Masterplan. The Masterplan established a vision and concept plan for the future of the city, for the purpose of achieving a range of aims and objectives such as: enhancing the quality of life for Armagh’s residents; maintaining and enhancing Armagh’s historic character and identity; developing a sustainable economy based upon existing strengths; and developing Armagh as a tourist destination. The Masterplan identified and set out proposals and an action plan for realising the vision and concept plan. Specifically the Masterplan identified a number of sites that have both a symbolic and a practical role to play in bringing about the delivery of the Masterplan and the successful development of Armagh City Centre.
As part of the process of implementing the Masterplan the Department for Social Development (DSD) in conjunction with Armagh City and District Council (ACDC) now wish to bring this site on the Mall forward for development. It is the aspiration of both DSD and ACDC to see the Masterplan brought forward and in particular to see a development of an appropriate use and quality delivered on this key site which will contribute significantly towards the economic development and regeneration aspirations for the city.

1. 2. Express an Interest in the tender - Login to the portal with the username/password - Click the "PQQs / ITTs Open To All Suppliers” link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier) - Click on the relevant PQQ/ ITT to access the content. - Click the "Express Interest” button at the top of the screen. - This will move the PQQ /ITT into your "My PQQs/ My ITTs” page. (This is a secure area reserved for your projects only) -You can now access any attachments by clicking "Buyer Attachments” on the left hand side of the screen.3. Responding to the tender you can now choose to Click "My Response” on the left hand side of the screen or "Create Response” or "Decline to Respond” at the top of the screen; (please give a reason if declining) - You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification - Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ ITT - There may be a mixture of online & offline actions for you to perform (there is detailed online help available) Once you have entered your response and attached all the requested documents, you must click "Submit Response”. Please note that documents must be formally submitted prior to the closing date and time, in order to be considered for evaluation. The contracting authority will not be responsible for, or pay any expenses or losses, which may be incurred by any economic operator in responding to this notice or in preparing their tender. The contracting authority reserves the right not to award any contract as a result of this competition.
This project may be used to progress the Government's wider social, economic and environmental objectives.
The Public Contract Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
