The contracting authority - the Olympic Park Legacy Company - intends to appoint, through a competitive process, professional design consultants to three framework panels: an urban design & architecture panel; a landscape design panel; and a visualisations and graphics panel.
The authority will enter into framework agreements with the successful consultants - the suppliers - establishing the terms upon which services will be "called off".
There will be three lots:
- urban design & architecture,
- landscape design; and0,
- visualisations and graphics.
It is intended that three to six suppliers will be appointed in each lot.
It is envisaged that the services to be commissioned from suppliers appointed to the urban design & architecture and landscape design panels will include review of designs by others, participation in design juries and the development of policy, strategy and guidance as well as concept design, high-level and detailed area planning, feasibility studies and the design of specific OPLC projects.
This will not preclude one-off, separately procured design commissions.

Lot No: 1 Lot title: Urban design & architecture
1)Short description
Urban design and architectural services will focus on refinement and design development of the Olympic Legacy Masterplan. The scope of work is expected to be primarily advisory with concept design tasks worked out up to the level specified in RIBA workstage D. There will also be the need for the review of design by others - assessing and assuring design proposals by selected developers and partners - and design monitoring. OPLC may also bring forward small-scale urban design and architectural projects, such as park pavilions, pedestrian walkways, and the fit-out of existing buildings for interim uses, that may require design and implementation. The range of expected services will include, but not limited to:
- Refinements to the Olympic Legacy Masterplan as necessitated by changing circumstances and evolution of the site; production of drawings and physical models supporting proposals,
- Preparation of area-wide framework plans and masterplans for specific neighbourhoods and districts within the Park. Urban design plans for specific areas within the public realm may also be required,
- Feasibility studies, test-fit studies, and capacity assessments of specific parcels and projects in support of site development,
- Development of urban design and architectural guidelines and development briefs for specific project areas,
- Development of sustainability policies, strategies and guidelines at site-wide, area-wide, and project level,
- Review and technical assurance of designs by others in connection with "transformation" and on-going projects,
- Design and implementation of small-scale OPLC initiated projects such as park hubs, public amenities, and infrastructure buildings,
- Input into design strategies for interim uses, including temporary built use within the development parcels as well as events and outdoor public use of as yet undeveloped parcels, or of parkland,
- Urban design / architectural support for planning applications,
- Individual assignments may require input from one or more sub-consultants in disciplines including engineering (civil, geotechnical, structural, site utilities, mechanical, electrical, plumbing etc.), environmental (including ecology, archaeology, remediation etc.), transport, real estate economics and public art in support of the primary scope of work.

Lot No: 2 Lot title: Landscape design
1)Short description
Landscape design services will focus on design development of the full range of open spaces within the park. This may include design services for the north park, the south plaza, circulation spaces including walkways and towpaths, and neighbourhood squares and plazas. Landscape design support to urban design plans may also be required. The scope of work is expected to be primarily advisory with concept design tasks worked-up to the level specified in RIBA workstage D. There is a possibility for small-scale landscape projects initiated by OPLC (e.g. specific park amenities, walkways etc.) that may require design as well as implementation. The range of expected services will include but not limited to:
- Landscape assessments, analysis, programming and design studies of parks, open space, and public realm areas. Production of drawings and physical models supporting proposals,
- Strategic landscape studies in support of OPLC’s objective to enhance connectivity between the park and the wider area,
- Input into design strategies for interim use and events within as yet undeveloped parcels or parkland,
- Design guidelines for open space including specifics on planting and maintenance that might be incorporated into briefs for developers and park and venue operators,
- Streetscape design guidelines including advice on plant species and planting details, treatment of pavements, lighting, and street furniture,
- Landscape design support to other teams leading area-wide framework plans and detailed urban design plans for specific locations,
- Development of sustainability policies, strategies and guidelines at site-wide, area-wide, and project level,
- Design review of ongoing plans and projects as part of OPLC’s in-house design team,
- Landscape design support for reserved matters planning applications,
- Individual assignments may require input from one or more sub-consultants in disciplines including engineering (civil, geotechnical, structural, site utilities, mechanical, electrical, plumbing etc.), environmental (including ecology, archaeology, remediation etc.), transport, real estate economics and public art in support of the primary scope of work.

1)Short description
Graphic design services and production of visualisations will be required by OPLC for documenting ongoing design studies and in support of OPLC’s marketing and communications efforts. The services are expected to include but not limited to:
- Layout design, preparation, and print management of documents such as design reports, brochures, project prospectus, and other print material to assist with marketing and communications, as well as the needs of design, planning, and real estate functions,
- Preparation of material suitable for use in OPLC’s website and other electronic media,
- Design and preparation of electronic (e.g. Power-Point) and physical presentation material (boards and panels) for use in media and stakeholder and community engagement,
- CGIS and renderings to illustrate the character of park, buildings, and events; and,
- 3D modelling and animation.

Information and formalities necessary for evaluating if the requirements are met: Applicants will be assessed in accordance with part IV of the Public Contracts Regulations 2006 (SI 2006/5) ("PCR") which implement title 2 Chapter 7 Section 2 of the 2004/18/EC directive on the basis of information provided in response to the Pre-qualification questionnaire (a copy of which can be obtained from the London 2012e-Tendering service). Completed responses to pre qualification questionnaires must be returned via the London 2012 e-Tendering service (further details of which are available at Section VI.3 of this OJEU notice) before the deadline for receipt of responses as notified in the pre qualification questionnaire.

To be considered for invitation to tender an applicant must be able to demonstrate a minimum annual turnover during that 3-year period (or equivalent in the reporting currency) as stated below in accordance with the combination of Lots the applicant is applying for, or provide equivalent proof of financial standing.

- Professional indemnity insurance cover of 1 m GBP for lot 1 and lot 2,
- Professional indemnity insurance cover of 250 000 GBP for lot 3,
- For lot 1 and lot 2 confirmation from the applicant’s provider of professional indemnity insurance that professional indemnity insurance cover of up to 5 m GBP will be available, if required, for an assignment to be let under the terms and conditions of the framework agreement,
- For lot 1 and lot 2 confirmation from the applicant’s provider of public & product liability insurance that public & product liability insurance cover of up to 5 m GBP will be available, if required, for an assignment to be let under the terms and conditions of the framework agreement,
- Other insurances required by statute (all lots).
The contracting authority reserves the right to adjust these minimum standards in accordance with the PCR and to reject responses from applicants and/or relevant companies who are unable to meet the above criteria.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. The Public Contracts Regulations 2009 (SI 2009 No. 2992) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may award damages or declare the contract ineffective. The purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside the award decision before the contract is entered into.
