The purpose of this project is to install On-Train Information Systems on various London Midland trains to deliver operation improvements in performance and safety.
In addition to the requirements within this notice, an additional notice for the Supply of Forward Facing Closed Circuit Television has been published under a separate notice 2015/S 223-405889, which may be progressed and will need to be considered in any response to this notice and any subsequent tender.
Options are required for future proofing the systems to allow for enhanced communication capability. A gigabit through-train Ethernet back-bone should be included as one of these options.
This would be to support potential future projects:
- Condition Based Maintenance Systems;
- Enhanced Passenger Information Systems;
- On Train CCTV;
- Passenger WiFi.
This list is not exclusive and other projects may be considered in the future, however all or none of these works may progress as all works are subject to external funding being secured before any tenders for completion of the works are issued.

Lot No: 1 Lot title: Remote Condition Monitoring and Condition Based Maintenance Systems1)Short description
London Midland are seeking to implement a Remote Condition Monitoring and Condition Based Maintenance system for selected subsets of our rolling stock fleet. Realtime (or ‘Near realtime’) reporting from on-train monitoring systems will be securely transmitted via mobile data networks, supplemented by WiFi at certain locations, to shore based systems for alerts, analysis and maintenance planning. This system should interface with existing depot maintenance systems where required.
Dependent on the existing on-vehicle systems, this may require interfaces with the existing systems, and/or the installation of additional sensors on board the vehicle. A through-train Ethernet backbone and other communications elements will also be required.
Any response to this notice must consider the need to future-proof any system and be cognisant of the other potential projects listed at II.1.5) of this notice.
Works associated with this notice are subject to the Contracting Entity securing funding for the works.

Lot No: 2 Lot title: Enhanced Passenger Information Systems (PIS)1)Short description
The PIS system should combine traditional on-train PIS systems (PA and dot-matrix passenger information displays) with new content delivery devices such as TFT displays and/or other devices.
The system should include a fleet-wide content management system, on-board controllers for each train and supporting infrastructure, interfaces to existing Customer Information Systems and real-time secure data links for the delivery of timely and relevant information to passengers as well as any other media London Midland should consider for distribution, such as advertising, safety information, event notifications or service alterations. A high-speed through-train Ethernet backbone and other communications elements will also be required.

London Midland is looking to install a high definition Saloon CCTV System capable of both live remote viewing and historical download to a number of vehicles in the rolling stock fleet.
The system should utilise mobile data networks for remote access to the camera images while vehicles are in service, supplemented with WiFi access for both live and recorded images within depot environments, large stations or other places where WiFi coverage is available.
A high-speed through-train Ethernet backbone will also be required.

London Midland is aiming to deliver passenger Wi-Fi to provide public internet access on board some of its fleet.
This should provide a managed system allowing user session control such as content restrictions, session size management, flow controls and security.
The system should utilise mobile data networks effectively to ensure the best possible user experience while ensuring data throughput is effectively managed, and useful data is collected and easily presented for system performance, user activity and traffic type analysis.

Interested Parties are to email the contact name in Section 1 of this notice to request access to the Pre-qualification Questionnaire. A link for this document will be forwarded and interested parties will be required to respond to this by the due date of this notice. Following response to this notice and the pre-qualification questionnaire, an invitation to tender document may be issued notwithstanding the existence of the RISQS Railway industry supplier qualification scheme, tenderers will be selected on the basis of responses to this notice.
Any subsequent tender will be issued subject to the contracting authority receiving funding to progress for the initial works covered under Notice (2015/S 223-405889) for Forward Facing Closed Circuit Television and other available funding for subsequent Lots. Any applicant whose request to participate does not comply with all the requirements set out in this notice may be excluded from the competition.
