"The Communications and Situational Awareness Project team, part of the UK Ministry of Defence (MOD), intends to award a three year supply contract to Teledyne TSS for the procurement of a Life Time Buy of NCS1 and MK12 mechanical gyro elements (the "Gyro Elements”). The Gyro Elements will be of the same specification as those already supplied by Teledyne under a contract that has expired. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(3)(a) of Directive 2009/81/EC (Regulation 16(1)(b)(i) of the UK Defence and Security Public Contract Regulations 2011). Teledyne is the original equipment manufacturer and owns certain IPR in the Gyro Elements. Procuring those goods from a different supplier would oblige the MOD to acquire goods having different technical characteristics which would result in incompatibility with the NCS1 and MK12 and would also result in disproportionate technical difficulties in operation and maintenance of the existing NCS1 and MK12.”

Suppliers wishing to compete for advertised MOD contracts must respond to any specific call for competition by submitting a separate expression of interest in accordance with the instructions of the purchasing organisation.
From 2 April 2014 the Government is introducing its new Government Security Classifications Policy (GSC) to replace the current Government Protective Marking Scheme. A key aspect of this is the reduction in the number of security classifications used. All suppliers to the Department are encouraged to make themselves aware of the changes as it may impact on this Requirement. The link below to the Gov.uk website provides information on the new GSC.https://www.gov.uk/government/publications/government-security-classifications
