It will require the novation of the current design contract to the successful bidder, who will have overall responsibility for the delivery of design and build phases of the project.
NB: the minimum annual turnover for Potential Providers wishing to tender for this Project is 60m GBP. Potential Providers who have a lower turnover, will not be successful at PQQ stage.

II.2.1)Total quantity or scope:The Contracting Authority intends to invite tenders for the construction of a new civic-office building located at its Angel Street Site. Full details of the Contracting Authority's expectations of usage of the building will be published within the procurement process, the building will serve as a base for c2000 staff and may include retail units, as well as commercial spaces as well as co-location of other public service personnel. The Contracting Authority requires the building to be fully fitted out, ready for occupation. The Contracting Authority however, reserves the right to remove any FF&E; elements and undertake separate procurement for furniture and/or other loose fittings and equipment, at its discretion. The full specification of requirements will be published within the tender documentation. It is required that the building will be fully occupied by the end of 2016.
NB: the minimum annual turnover for Potential Providers wishing to tender for this Project is 60m GBP. Potential Providers who have a lower turnover, will not be successful at PQQ stage.

VI.4.2)Lodging of appealsPrecise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. The duration of this standstill will be disclosed at this point. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be required from (Refer to address in part 1.1) If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
