II.1.5)Short description of the contract or purchase(s)Street-lighting equipment. The contract is for the supply of luminaires using Light-Emitting Diode (LED) technology and electronic dimmable ballast.
The luminaires will be fitted to the existing lighting columns by the Contracting Authority's nominated Contractor/Direct Services (DS), therefore installation will not be a requirement of this contract. The lantern shall be of aluminium construction and it would be preferable that a 350ma Driver is used however the Contracting Authority will consider other options. The colour temperature of the supplied luminaire will fall within the range of 3600K and 4400K.
The Contracting Authority wish to develop innovative solutions which are environmentally, economically and socially sustainable and in particular to realise the value of waste as a natural resource. The Contractor must ensure that any residual waste is sustainably managed and limits its contribution to climate change.
The tender process is being carried out by Stockton on Tees Borough Council on behalf of Stockton on Tees Borough Council, however both Darlington Borough Council and Hartlepool Borough Council will have the opportunity to use this framework agreement. Each authority will use the contract as a framework to act individually making direct arrangements with the suppliers.

II.2.1)Total quantity or scope:The Contracting Authority requires Luminaires to upgrade the Contracting Authority's residential and main road street lighting. All equipment shall be approved for use under the Balancing and Settlement Code (BSC) Unmetered Supplies Arrangements and shall have all necessary UMSUG codes.
There are an estimated number of 27600 street lights in Contracting Authority's Street Lighting Carbon Reduction Project. The Contracting Authority wish to use light-emitting diode (LED) technology to upgrade the existing street lights and achieve a reduction in energy consumption and CO2 emissions.
This figure is provided for guidance only and is not warranted and / or guaranteed. The Contracting Authority reserve the right to purchase a greater or lesser amount.
