Cheshire West and Chester Council is undertaking a restrictive procedure to identify organisations with the skill set required to help it deliver the Local Investment Plan and assist in developing a range of housing programmes through the mechanism of a Strategic Housing Partner Framework .The scope of this Framework would comprise a mixture of direct development and management of affordable and mixed tenure homes, including the development of some market rent properties, on council owned sites as well as a range of other strategic functions such as contributing to the research, development , review and delivery of the Council's housing programmes, contributions to key corporate and neighbourhood projects such as the Council's Altogether Better programme which will involve working with other agencies and partners to deliver training and employment programmes. In addition framework partners will be nominated by the Council to work with developers to purchase and manage affordable homes produced under Section 106 planning agreements.
All local authorities bordering Cheshire West and Chester Council will be able to access the Framework to appoint organisations to undertake projects in accordance with the Framework Agreement terms. This includes, without limitation, Cheshire East Council and its subsidiary organisations.
All contracts will need to be awarded within the framework period of 4 years but contracts placed under the framework may have a longer duration.
Under this procurement organisations will be required to participate actively in the economic and social regeneration of the locality surrounding the place of delivery. Accordingly contract performance conditions may relate in particular to social and environmental considerations.
