The Framework Agreement will have 6 lots. Bidders can choose to bid for one or all lots.
Lot 1 - Strategic review
Lot 2 - Governance review, diagnostics and support
Lot 3 - Board effectiveness / evaluation/skills assessment reviews
Lot 4 - Senior executive and non-executive recruitment
Lot 5 - Bespoke finance and internal control support
Lot 6 - HR support/Health check

The nature of the work in this framework is such that it will require tailored support to small groups of often senior individuals delivered by providers with strong interpersonal skills. We recognise that some of the skills we are seeking may be in smaller companies or sole practitioners, and we would welcome bids from SME's and Sole Practitioners for this Framework.
The Framework duration will be for three years with an option to extend by an additional 12 months.

Lot No: 1 Lot title: Strategic Review- Participation strategy/delivery model;

Skills and experience required
- Either demonstrable knowledge of and experience in the sport sector or demonstrable experience of this type of work across comparable sectors.
- At least 3 years demonstrable experience of delivering a range of strategic reviews that lead to positive organisational change in organisations of a similar size and nature to those that we fund.
Anticipated number of Suppliers for Lot 1 is between 4-8.

- At least 3 years demonstrable experience of delivering board effectiveness / evaluation/skills assessment reviews with organisations of a similar size and nature to those that we fund.
It is anticipated that between 6-8 suppliers will be appointed to Lot 3.

Skills and experience required
- This Lot is aimed at organisations with demonstrable expertise in the recruitment of highly skilled, experienced individuals able to add real value to sporting organisations that we fund.
- At least 3 years demonstrable experience of high quality, senior level recruitment.
- Bidders must be able to access high quality individuals including from all protected characteristic groups. Equality and diversity are key objectives.
It is anticipated that between 6-8 suppliers will be appointed to Lot 4.

- Tailoring reporting packages for funding requirements;
- Meaningful financial information for boards;
- Chart of Accounts review;
- Ad hoc other finance and internal controls support;
- Development of support tools.
Skills and experience required
- Relevant professional Finance or other qualifications (e.g. CCAB).
- At least 3 years demonstrable experience of delivering tailored financial and internal controls solutions to organisations similar to those that we fund.
It is anticipated that between 3-6 suppliers will be appointed to Lot 5.

- Advisors must have relevant professional qualifications, MCIPD as a minimum.
- At least 3 years demonstrable experience of working in HR.
- Demonstrable experience of providing advice to third parties in a range of HR disciplines.
- Demonstrable experience value added HR advice to organisations of a similar size and nature to those that we fund.
It is anticipated that between 3-6 suppliers will be appointed to Lot 6.

2. Express an Interest in the tender:
- Login to the portal with the username/password.
- Click the ‘PQQs / ITTs Open To All Suppliers’ link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier.)
- Click on the relevant PQQ/ ITT to access the content.
- Click the ‘Express Interest’ button at the top of the page.
- This will move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only.)
- You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ/ ITT Details’ box.
3. Responding to the tender:
- Click ‘My Response’ under ‘PQQ/ ITT Details’, you can choose to ‘Create Response’ or to ‘Decline to Respond’ (please give a reason if declining).
- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification.
- Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ ITT.
- There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
