The purpose of this project is to assist the National Measurement Office (NMO) to explore with members of the public the diversity of opinion of the linkage between the timescale used throughout the world (Co-ordinated Universal Timescale (UTC)) and the observance of time through the Earth's movement. The discussion will inform a ministerial decision on how the UK should vote on an issue which is internationally controversial.
