1. The objective of this Contract is to procure, store, deliver to the Lift Site, and apply the Materials to areas of Moorland in the Dark Peak and South Pennines within the prescribed time, at rates to be determined and notified by the Nominated Officer prior to the Works Commencement Date. The Materials comprise:
a. granulated lime fertiliser ("Lime”); and
b. NPK fertiliser, in two varieties:
i. Initial Fertiliser; and
ii. Maintenance Fertiliser
The application of seed is subject to a separate Contract.

1. Techniques
1.1. The Contractor shall arrange for the supply, storage and delivery to the Lift Site of the Materials.
1.2. It is the responsibility of the Contractors to ensure they have the required Equipment to complete the Works (including but not limited to ropes etc). The Contractor must be capable of getting the Equipment required to the Lift Site.
1.3. Annexure 4 of the Invitation to Tender details the Location Maps for the Works. Location Map 01 shows an overview of the Sites.
1.4. For the avoidance of doubt the Contract shall only relate to Works confirmed by the Authority by way of a Purchase Order Form.
1.5. There is to be no flying over any reservoir with an underslung load.
1.6. At any given Works Site, the Lime must be applied first. Seed will then be applied (this is the subject of a separate Contract). The NPK Fertiliser (Initial or Maintenance) must be applied two weeks after the seed has been applied, and no sooner than four weeks after the application of Lime. Target Completion Dates for Lime and Fertiliser are given for each Site in Section 1 of the Invitation to Tender.
2. Materials
2.1. Granulated Lime Fertiliser
The application rate is 1000 kg per Ha for all Works Sites. The application rate is the same for both the initial and follow-up treatments. Maps showing the locations of each Lift Site relative to the Works Sites receiving treatment are shown in Location Maps 1 through 9 in Annexure 4 of the Invitation to Tender.
2.2. N:P:K Fertiliser
There are two separate N:P:K Fertiliser constituencies; one for the initial application and one for the maintenance application. These must be clearly marked and should be kept separate. The application rates are required to achieve an application ratio of :
2.2.1. 40kg N:120kg P2O5:60kg K2O per Ha for the initial treatment (using Initial Fertiliser); and
2.2.2. 40kg N: 60kg P2O5:60kg K2O per Ha for the maintenance treatment(s) (using Maintenance Fertiliser).
Maps showing the locations of each Lift Site relative to the Works Sites receiving treatment are shown in Location Maps 1 through 11 of the Invitation to Tender.
3. Sites
3.1. Lift Sites (arranged from south to north)
The following Lift Sites shall be used for the Works. Note that the areas in which the Materials are to be applied (the Works Sites) may be served by more than one Lift Site, or a single Lift Site may serve multiple Works Sites. See Section 1 of the Invitation to Tender and the Location Maps in Annexure 4 of the Invitation to Tender for clarification. The Nominated Officer may impose conditions on any Lift Site.
On some Lift Sites it is permissible to store Materials. This is indicated in the individual description for each Lift Site as given below (3.2.1 to 3.2.8 of the Invitation to Tender).
- NO STORAGE means that no Materials may remain at the Lift Site while the Lift Site is unattended. The Contractor must make arrangements to remove any unused Materials to a safe location at the end of each day.
- LIMITED STORAGE means that the Contractor should aim to have at the Lift Site only enough Materials to complete the day's work, but if the Works have to be stopped unexpectedly then the Contractor may, at their own risk, keep the rest of that day's Materials on site. However the Contractor may not stockpile Materials for several days' work. The Contractor must take reasonable precautions to protect the Materials from damage or loss.
- STORAGE PERMITTED means that the Contractor may, at their own risk, stockpile several days' worth of Materials at the Lift Site. The Contractor must take reasonable precautions to protect the Materials from damage or loss.
Under no circumstances must Fuel be stored unattended at any Lift Site.
3.1.1. Kinder Reservoir (Grid Ref: SK 05404 88056)
The Lift Site is next to the dam of the Kinder Reservoir. The area is not on a public footpath or in Open Access land, but is near a popular public footpath. The Lift Site is a field, with good vehicular access along a minor road and track. This Lift Site is owned by United Utilities who will require the Contractor to provide Health and Safety and other documentation to be signed off before and delivery or Works can commence at this site. LIMITED STORAGE of Materials permitted. (Location Map 2).
3.1.2. Salter's Brook (Grid Ref: SE 14073 00155)
The Lift Site is on Open Access land (pursuant to CRoW Act 2000) adjacent to a public bridleway leading south from the A628. The Lift Site will remain unsecured and accessible to the public. NO STORAGE of Materials. (Location Map 3).
3.1.3. Far Rough Clough (Grid Ref: SE 03400 06060)
The Lift Site is an area of made ground by the A635 Holmfirth Road. It is accessed by a set of gates directly from the road. There is no public footpath, but the area is Open Access land (pursuant to CRoW Act 2000). STORAGE PERMITTED. (Location Map 4).
3.1.4. Buckstones (Grid Ref: SE 01738 13643)
The Lift Site is at a layby near the junction of the A640 and B6114. The surrounding area is Open Access land (pursuant to CRoW Act 2000). NO STORAGE of Materials. (Location Map 5).
3.1.5. Windy Hill Transmitter (Grid Ref: SE 98300 14160)
The Lift Site is at a layby near the junction 22 of the M62. Access to this site will only be available after 3pm each day due to commercial enterprises which occur on the site. The surrounding area is Open Access land (pursuant to CRoW Act 2000). NO STORAGE of Materials. (Location Map 6)
3.1.6. Green Withens (Grid Ref: SE 99170 15370)
The Lift Site is an area of made ground by an access track to Green Withens Reservoir. The area has a permissive footpath running through it and is Open Access land (pursuant to CRoW Act 2000). NO STORAGE of Materials. (Location Map 7).
3.1.7. White House Inn (Grid Ref: SD 96671 17851)
The Lift Site near the White House Inn, adjacent to the A58 and near the Blackstone Edge reservoir. There is a well-used public right of way running by the area and it is Open Access (pursuant to CRoW Act 2000). NO STORAGE of Materials. (Location Map 8).
3.1.8. Turvin Road (Grid Ref: SD 97583 18893)
The Lift Site is on an area of made ground adjacent to a track leading from Turvin Road (the B6138) to White Holme Reservoir. The area is frequented by walkers and is in Open Access land (pursuant to CRoW Act 2000). LIMITED STORAGE of Materials permitted. (Location Map 9).
3.2. Works Sites
The Works at some Works Sites are split between two Lift Sites. The treatment(s) to be carried out at each Work Site are specified in Section 1 of this Tender documentation, and referred to in the Location Maps in Annexure 4.

The Contractor is responsible for sourcing and/or subcontracting the use of Storage Sites to hold the Materials prior to delivery to the Lift Sites. The Contractor must ensure as a minimum standard that any Storage Site is secure and wind and watertight and ensure that all Materials are fit for purpose for carrying out and completing the Works.
Moors for the Future have previously used local storage facilities on previous Contracts and the Nominated Officer can provide the Tenderers with this information if required.

2.2.2. 40kg N: 60kg P2O5:60kg K2O per Ha for the maintenance treatment(s) (using Maintenance Fertiliser).

On some Lift Sites it is permissible to store Materials. This is indicated in the individual description for each Lift Site as given below (3.2.1 to 3.2.8 of the Invitation to Tender).
- NO STORAGE means that no Materials may remain at the Lift Site while the Lift Site is unattended. The Contractor must make arrangements to remove any unused Materials to a safe location at the end of each day.
- LIMITED STORAGE means that the Contractor should aim to have at the Lift Site only enough Materials to complete the day's work, but if the Works have to be stopped unexpectedly then the Contractor may, at their own risk, keep the rest of that day's Materials on site. However the Contractor may not stockpile Materials for several days' work. The Contractor must take reasonable precautions to protect the Materials from damage or loss.
