We are looking for a leading company that has an excellent technical understanding of the Data Centres and Plant Rooms from both an environmental and from IT perspectives, and can meet all the required accreditations and certifications required to provide these types of services.
A requirement to provide MSRA's that cover actual individual site activities (e.g. using ladders, brazing, etc.), it is also essential that at times, operational Method Statements are produced, which look at how the work is to be carried out to prevent any Data Centre and Plant Room downtime e.g. A/C's are being serviced.
Documented processes for handling faults that fixes the immediate problem, but also looks wider at the implications (Why did that happen? Has this happened before? How could the impact of such a fault be lessened in the future?).
An engineering force (subcontractors) that are seasoned professionals at working in Data Centre environments and understand the implications of issues and adopt action plans accordingly. The equipment in the Data Centres is unique to that room and needs specialists with a unique set of skills in each discipline.
The company must have a structured Health and Safety process that ensures that all work carried out is done so in a safe and appropriate manner (based on Method Statements and Risk Assessments) and that all relevant parties are aware of such works.

This will be a one-stop shop contract and will not be split into single components.

Description of these options: The contract will be subject to regular performance reviews. The contract will be extendable at the Contracting Authority's sole discretion on an annual basis after the first 3 years for up to a further 2 years. In any event year on year continuance of the contract from the commencement will be dependent on satisfactory performance by the Contractor. The contract will also contain a break provision that may be exercised by whg subject to the giving of the period of notice stipulated in the contract. whg reserves the right to consider the option at some stage during the contract period to possibly remove certain elements from the scope of the contract and to have this work undertaken directly by whg. Whg will be striving to modernise all services offered to its customers and this may result in certain elements changing throughout the period of the contract. Future requirements of the Services may extend beyond the Borough of Walsall.

Description of particular conditions: The successful contractor will be required to comply with Key Performance Indicators and clearly defined Customer service standards in the delivery of the services and against which the performance of the contractor will be judged. Compliance with Key Performance Indicators and Customer Service Standards will be instrumental in the decision whether to annually renew the contract.

whg considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
1) It is envisaged that the provisions of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE 2006) will not apply for this procurement.
2) whg reserves the right to cancel the procurement at any stage of the process and not to proceed with the award of any contract.

During the process all questions must be raised using the portal. The ability to ask questions is found in the Discussion section. All questions at PQQ stage are to answer. When completing your PQQ please also consider the following: A financial assessment will be made via a Credit agency report - this is a pass / fail criteria. Any organisation receiving a report highlighting a risk of business failure will then have additional financial checks carried out on them, should the additional checks highlight the same as the credit agency report your company will not progress any further and will not be invited to tender. It is not the responsibility of whg to ensure that the credit agencies have the correct information on your company.
Insurance: whg will require the following levels of insurance: Employers Liability 5 000 000 GBP; Public Liability 5 000 000 GBP and Product Liability 500 000 GBP - it is important that you confirm that you are willing to take out this level of insurance cover if successful.

The Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Generally, any such action must be brought within 30 days from the date the aggrieved party knew or ought to have known about the breach. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages or, where the contract award procedures have not been followed correctly, declare the contract to be "ineffective”.
