Section III: Legal, economic, financial and technical information

Minimum level(s) of standards possibly required:
The University has a policy that requires that where contractors or suppliers operate on its site the contractors/suppliers should be compliant with CHAS (Contractors Health and Safety Scheme: www.chas.gov.uk) Safety Standards in Procurement (SSIP) or an equivalent scheme approved by the University.
Lead surveyor must have as a minimum BOHS (British Occupational Hygiene Society) qualifications S301, P402, P403 and P404 plus be qualified to the BOHS standard of Certificated Competent Person (CCP) in Asbestos.Minimum qualifications for any person (other than the lead surveyor) carrying out asbestos analytical works on University of Birmingham site:
Certificated Competent Person (CCP) in Asbestos,
BOHS P402 Buildings Surveys and Bulk Sampling for Asbestos,
BOHS P403 Asbestos Fibre Counting (PCM),
BOHS P404 Air Sampling of Asbestos and MMMF and Requirements for a Certificate of Reoccupation Following Clearance of Asbestos.
Minimum experience for any person carrying out asbestos analytical works on University of Birmingham site:
Supervisor/contract manager/account manager/lead surveyor, minimum 3 years post qualification experience working on similar sites.
Analyst working under the supervision of the Supervisor/contract manager/account manager/lead surveyor to have a minimum of 12 months post qualification experience working on similar sites.
The Contractor shall hold ISO/IEC 17025 testing and calibration laboratories and UKAS accreditation for fibre counting and asbestos identification as suggested in HSG243, EH10 MD HS39 and HSG 248 together with accreditation for sampling, and shall in addition hold ISO/IEC 17020 (EN45004) for asbestos surveying. In order to avoid conflicts of interest and to comply with the CAR 2012 requirements for independence and impartiality, the Contractor shall be a specialist in surveying, and totally independent of any removal Contractor. (1.12:pp23)
