The services comprise the following three elements:
1) Media and data planning services and the development of presentations to aid the marketing/sale of our marketing mail and other services to direct marketers.
2) Media advice for MarketReach on agency channel development. Provide media advice to support the development of MarketReach's approach to Media and Direct Marketing Agencies.
3) Assistance to our data planning team on the delivery of client specific data planning services enabling Royal Mail to offer bespoke analysis (e.g. RFV models, propensity models) to clients where it will support the performance improvement of existing activity and/or create new test campaigns and cells.
The services may also include other data services such as data management, combining data from different sources into one overall master set, creation and maintenance of profiles, and data modelling.

The need for these services results from a desire by Royal Mail to increase sales and drive further revenue from direct mail, data services and other products.
We are seeking a roster of two suppliers with expertise and experience in the provision of data services and media planning services. The services will be utilised both to assist Royal Mail in its own marketing campaigns and also to enable Royal Mail to provide services to its customers.
Precise quantities are unknown. While it is anticipated that the overall expenditure could be in the region of GBP 100k to several million pounds per annum, this is an approximation only and the actual value will reflect what is necessary to meet Royal Mail Group's actual requirements. The values in the fields below are based on annual figures but multiplied by 4 (four) to represent the possible value over 4 years. The Initial Term of the contract will be 2 years although Royal Mail will then have the option to extend by up to 2 further years (i.e. 4 years in all).

This is available from the Buyer by following the instructions provided in VI.3) of this notice. A response to the PQQ must be returned via eSourcing by 30.10.2013. Please note that requests to take part in this exercise must be received by 25th October in accordance with IV.3.4).

Information and formalities necessary for evaluating if the requirements are met: Royal Mail has established the criteria referred to below and those other criteria set out in the Prequalification Questionnaire (PQQ) in order that Economic Operators selected to participate in this procurement are capable of meeting the requirements of Royal Mail.
- Applicants must have its own data planning and media planning facilities in-house.
- Applicants must have data analysis capabilities and all associated tools in-house.
- Applicants must have access to at least 5 data planners. The definition being of a data planner being an individual who has provided professional data planning services to five clients within the last 2-years.
- Applicants must have access to at least 5 media planners. The definition being of a media planner being an individual who has provided professional media planning services to five clients within the last 2-years.
- The same individual may be count towards both requirements (i.e. data planner and media planner) as long as he or she has the required experience.
- Applicants must have a minimum of 10 permanent employees who are actively engaged in providing data analysis and/or media planning/campaign services.
