The Council currently owns a freehold property at Hollymoor Lane, Epsom which consists of some open land and some semi-derelict shops with empty flats above. The Council intends to achieve the redevelopment of the site to provide 26 affordable housing units (a combination of flats and houses of mixed tenure), a GP surgery, a pharmacy shop unit, and a single separate shop unit.
The Council intends to achieve this by entering into a contract with a developer, which is likely to be in the form of an agreement for lease with the following obligations:
- Demolition of existing buildings;
- Design of replacement scheme;
- Seeking planning permission for the development;
- Providing a suitable serviced portable building for the use of the existing shop tenant during the development period.
and
- Building the development.
On completion of the building works, the whole of the property is to be leased on a long lease at a peppercorn rent to the developer. The developer will manage the residential property and retain all rental income from these properties (subject to a nomination agreement in favour of the Council, allowing the Council to allocate a proportion of the properties to those on the Council housing waiting list). The shop, GP surgery and pharmacy will be leased back to the Council on a long underlease at a peppercorn rent. The Council will grant sub-underleases of the shop and GP surgery, and will retain the rental income from this portion of the development. The Council will provide the site, and intends provide a contribution to the cost of the affordable housing up to around £700,000.
