Barnsley College Education and Training Framework (ESF)
Barnsley College is a Grade 1 Outstanding College as rated by OFSTED in 2010. It is described as 'inspirational' and 'transformational', and the College is noted as 'extremely effective at raising aspirations'
of learners and supporting them to succeed'.
To build on this success and grow our provision, the College is seeking to develop a framework of experienced and established providers to support them to deliver the following European Social Fund (ESF) programmes:
Skills Support for the Unemployed for West Yorkshire (excluding Bradford), the Humber and North
and North East Lincolnshire
Skills Support for Redundancy for Yorkshire and the Humber, North and North East Lincolnshire
The framework will be for the period 1.8.2013 to 31.7.2015, with a maximum overall contract value of GBP 4 000 000.

Delivery contracts will be issued, to providers, where there is an evidence of demand and the provision identified by providers in their tender clearly demonstrates that they can meet that demand. Where there are a number of providers who could meet the identified demand, a mini tender will be issued to those providers.
Throughout the framework contract period, the college may issue specific mini tenders, to meet the changing demands of the client group and the changes to the economic climate.

The Skills Support for the Unemployed programme aims to provide skill support to unemployed individuals, on benefits, who are looking for work but face a skills barrier to entering the labour market. Adults aged 19 and over are provided with the appropriate level of skills and employability support that they need to improve their chances of gaining employment.

The Skills Support for Redundancy Programme aims to provide high quality education and training support to enable eligible adults aged 19 and over to be ready to continue in, enter or re-enter sustainable employment including Apprenticeships and self-employment and contribute positively to the local labour market. The development of strong relationships between providers and Job Centre Plus, Next Step, Apprenticeship Providers and Employers is crucial

Success at this stage will result in Contractors been placed on our Approved Framework, this does not constitute a contract for delivery.
Delivery contracts will be issued, to providers, where there is an evidence of demand and the provision identified by providers in their tender clearly demonstrates that they can meet that demand. Where there are a number of providers who could meet the identified demand, a mini tender will be issued to those providers. Contract awards will all be subject to the funding schedule contained within the tender documents. The value of each providers contract will be determined based upon delivery requirements
Throughout the framework contract period, the college may issue specific mini tenders, to meet the changing demands of the client group and the changes to the economic climate.
All delivery must take place in England- as part of Skills Funding Agency funding guidelines all learners must reside in England. All learners will need to be eligible in accordance with SFA and ESF funding rules.
The delivery is funded by the European Social Fund (ESF) and co-financed by the Skills Funding Agency, therefore sub-contracting of any provision through this contract is strictly not permitted as this will result in a breach of European Union funding regulations.
