VOSA has an annual target for the analysis of tachograph records at the roadside and operator premises by legislation. Where by we download and analyse data to ensure that the Vehicle Unit data and the Driver Card data are the same and that no offences have taken place. Roadside encounters are currently dependant on manual analysis of the data, which is time consuming and inconsistent depending upon the skill level of the examiner.
The current device of Digidown can take up to 20 mins to download data and does not indicate to the Examiner if an offence has occurred. The Examiner must then quickly do a manual check on the data for any potential offences and this is where potentially the inconsistent approach happens, due to different skill levels of the examiner i.e. lower skilled examiners would not pick up on issues that may lead to the need for further investigation of the driver.
VOSA has an agreement with the Transport Industry to complete any ‘Clear Roadside Checks' within 30 minutes. With this in mind time is of the essence when carrying out a Roadside Check.
VOSA developed a bespoke solution in response to statutory Digital Tachograph legislation which went live in May 2006.
At the time there were no commercial off the shelf (COTS) offerings and since that time several COTS have been introduced and have been adopted widely by sister agencies and operators.
There are 3 key objective to this exercise:
1. To better understand what COTS offerings are currently available and the strategic direction of the solution marketplace to inform VOSA's enforcement target operating model, policy and job design.
2. To understand what options are available to respond to existing operational constraints including.
a. Reducing delays to compliant operator/drivers at the roadside through an initial risk assessment of digital Tachograph data obtained from the driver card and/or the vehicle head unit.
b. Improving capability to detect drivers' hours non-compliance over a period of days by enhancing the presentation of trace readings.
3. To inform CIO whether digital tachograph business solutions could be provided more cost effectively and innovatively through deployment of COTS solution(s).
Currently VOSA is undertaking the second stage of an evaluation process. Hardware and software are being evaluated to develop a generic specification which will then be used for this procurement.
