The Mayors office for Policing and Crime (MOPAC) as the contracting authority is tendering for the supply and delivery of general purpose ammunition ("the Goods”) to the Met Police Service ("MPS”). MOPAC is seeking through this tendering process to award a contract with a suitably capable Contractor to supply and deliver two types of rifle ammunition for police sniper use.
1) 7.62 x 51 mm (.308 Win) calibre ammunition - a general purpose round with a bullet designed to expand and which is also optimised for barrier penetration;
2) .338 Lapua Magnum (8.6 x 70 mm) calibre ammunition.

II.2.1)Total quantity or scope:
The Mayor's Office for Policing and Crime ("MOPAC”) as the contracting authority is tendering for the supply and delivery of general purpose ammunition ("the Goods”) to the Met Police Service ("MPS”). MOPAC is seeking through this tendering process to award a contract with a suitably capable Contractor to provide these goods for an initial term of four years.
Headline Requirement.
To supply and deliver rifle ammunition for police sniper use.
1) 7.62 x 51 mm (.308 Win) calibre ammunition;
- a general purpose round with a bullet that is designed to expand and which is also optimised for barrier penetration,
2) .338 Lapua Magnum (8.6 x 70 mm) calibre ammunition;
- a round with a bullet that is designed to expand
The estimated total value of the contract GBP 75k - GBP 85k per year.
Background.
The MPS has a number of weapons available to its rifle officers:
- Accuracy International bolt action rifles in 7.62 x 51 mm and .338 Lapua Magnum calibres.
- Heckler & Koch G3K self loading rifles in 7.62 x 51 mm calibre.
The prime requirement is to deliver ammunition that is precise and effective in each of these weapons by providing:
- Excellent quality and reliability (i.e. negligible failure rates);
- Stable and consistent trajectory performance;
- Accurate and consistent impact performance;
- Consistent and appropriate target penetration characteristics;
- Low/negligible pollution for the user and the environment;
- Comprehensive after-sales support;
- Secure continuity of supply.
Consumption Rates.
The MPS currently conducts its rifle training with operational ammunition, however if a training round offers significant benefits and/or savings, it may be considered in more detail at the ITT stage.
Lot 1a
A general purpose round with a bullet designed to expand and which is also optimised for barrier penetration
Lot 1b
An alternative to Lot 1a, with a bullet that incorporates a plastic tip.
The MPS has around 60 rifle officers who routinely consume approximately 40,000 rounds of 7.62 mm calibre general purpose ammunition each year.
Lot 2
There is a requirement for .338 Lapua Magnum calibre ammunition of approximately 400 rounds per year.
Please note: These numbers are intended to provide Candidates with information regarding the potential scope of MOPAC's requirements for operational ammunition procurement, based upon current views.
Suppliers may choose to bid for one, some or all of the Lots.
Each tender will be permitted to include up to a maximum of:
Lots 1, and 2: TWO submissions per manufacturer (not per supplier),
Note: For lot#1; Each manufacturer will be permitted to submit ONE round which incorporates a bullet with a plastic tip in addition to a maximum of two standard (non-plastic tipped) submissions.
It will be the responsibility of bidders to ensure that they have submitted the optimal bullets that fulfill the performance and quality requirements published at ITT stage.
We envisage that we will invite between 5 - 8 bidders to ITT stage for Lot 1 and a maximum of 5 bidders for all other lot 2. We will conduct the testing in two stages. Accuracy testing will be completed first and then the Top 5 bidders for Lot 1 and the Top 3 bidders for all other Lot 2 will continue to the next stage of testing. Further details of the testing will be made available at the ITT stage.
