- to administer the procurement and selection process of food and drinks suppliers,
- professionally manage the commercial relationship with those suppliers and manage contract pricing and quality to ensure the delivery of best value for money throughout the life of the Contract(s).
The term "Vendor Neutral Managed Service” means the appointed Contractor does not supply the food contracts themselves and must be neutral in selecting Food and Food related Suppliers and as such shall act at all times to obtain ‘best value' for the Council and achieve the highest quality of Service from suitably competent food suppliers complying with the Specification. A key role of the Contractor will be to negotiate with Food Suppliers to obtain better value for NCC and encourage competition between all food suppliers.
Additionally, the Neutral Vendor Managed Service will be expected to deliver process improvements through the provision of on-line management information, ordering and invoicing, advice and support to the Council on issues related to food products, and to the food industry in general.
The Council administers a number of food contracts which are taken up by a number of schools and other establishments within the county. The food requirements are diverse in nature and therefore it is expected that the arrangements put in place will be capable of meeting user needs across the Council and associated organisations.
The Council's current food spend is approximately GBP 3 m a year, within which annual spend on the following categories currently exceeds the threshold specified in the Public Contract Regulations, therefore requiring to be advertised on OJEU.
Those expressing an interest will be expected, as part of the tendering process, to demonstrate their experience in managing end to end public sector procurement process. The organisations will need to have the proven ability to deliver Contracts which are fully compliant with EU Procurement Directives where necessary, the UK Public Contract Regulations and the Council's Contract Standing Orders.
