Phoenix Community Housing (The Authority) is a not-for-profit resident-led Housing Association in the Bellingham, Whitefoot and Downham area of Lewisham, London. Properties were transferred from Lewisham Council in a large-scale voluntary transfer on 3.12.2007 following a positive ballot of all tenants. It is a new organisation, developed for this area, and has no connection with any other Housing Association.
Phoenix is the first Housing Association in London to use the Community Gateway approach, which empowers tenants and leaseholders to take a central part in decision-making and to become shareholding members. Tenants and leaseholders elected by residents are the largest group on the management board, and also have powers to take local decisions through a structure of neighbourhood and special interest panels.
The Authority are seeking to procure suitably qualified, experienced and resourceful contractor(s) to undertake the completion of the design and delivery of approximately 22,990 sq.ft of Commercial Office Space for the Authority which includes Community Facilities fitted out to category B. This development is being procured on an Owner Occupier basis.
In order to meet its obligations under the Public Contracts Regulations 2006, the Authority intends to invite tenders from contractors interested in tendering for this appointment in order to facilitate the efficient and competitive appointment of a suitably skilled and qualified contractor(s).
The Authority is seeking an expression of interest from contractors who have a proven track record (which can be demonstrated) of carrying out this type of work for owner occupiers. Experience in bespoke timber frame structures with large spans would be advantegous.
The Authority anticipates that the Works will be procured under a design and build contract, the contracting Authority will be Phoenix Community Housing Association.
The works will consist of, but not limited to, the following:
- Completion of the Design RIBA stage E onwards,
- Site investigation and co-ordination,
- Site remediation and decontamination as approriate,
- Demolition Works (although these may be completed ahead of the appointment under this notice by a third party direct to the Authority,
- Discharge of planning and other statutory undertakings in the development of the site,
- Option appraisals on frame solutions,
- Active participent of value management and value engineering,
- Office fit-out works,
- Design and incoporate low/zero energy technologies to achieve sustainable targets (currently being established by the design team),
- Associated external works (including hard and soft landscaping works).

The Authority anticipates that the Works will be let as two contracts with the first contract based on the main commercial element and the second contract for a smaller community facility, which is subject to further funding. If funding is secured prior to the first contract being executed or shortly after then the intention is for the same company to construct both. The contract period is based upon a completion date by March 2013.
