The purpose of the schemes is to provide assurance that, should the landlords or agents default on repayment of deposits to their tenants (where repayment is legitimately required), the scheme will repay the appropriate proportion of the deposit to the tenant. This is funded through the collection of fees or premiums from landlord or agent scheme members.
The schemes must also provide for alternative dispute resolution (ADR) services to be used between landlords/agents and tenants where there is a dispute about the allocation of a tenancy deposit at the end of a tenancy.
As the schemes will be contracted through service concession agreements they will be financially self sufficient and will receive no monetary support from DCLG.
