As part of the redevelopment of the town centre external public realm works are being carried out. This presents an opportunity to integrate artworks within the public realm to enhance the scheme further. The artworks could take the form of decorative paving inset into the main scheme, street furniture or other permanent high quality interventions, which reinforce the idea of a ‘trail’ through the town centre based on the Knowsley Alphabet concept in some way. The integrated public realm pieces will also act as a visual link between the three ‘stand alone’ works to be sited around Kirkby town centre.
An artist/artist team will be appointed to engage with local stakeholders, design, produce and install public art which:
- Connects to the local area, its history and heritage,
- Relates to the ‘Knowsley Alphabet’ a unique connecting theme for public art across the borough (new and existing),
- Provides enough flexibility to be able to tailor part of it to also reflect local history, heritage and innovative ideas from and about Kirkby,
- Contributes to the diversity of experience apparent throughout the development,
- Provides opportunities for each piece of work to be conceived as an integral part of the overall scheme,
- Initial community research and engagement will take place prior to the artists’ appointment, although the chosen artists will be expected to work closely with the local community and stakeholders to develop the final designs for the artworks,
- KMBC officers will liaise with, and support the chosen artist/s.
Commissioned artworks will need to be:
- Original, and of high quality,
- Reflect and celebrate the overarching concept which may relate to local heritage, history of the site and its future aspirations,
- Fit for purpose, robust, comply with relevant health and safety requirements, low maintenance.

Precise information on deadline(s) for lodging appeals: The Council will incorporate a minimum 10-calendar-day standstill period at the point when information on the award of the contract is communicated to tenderers and those who expressed an interest. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period or the standstill period must be extended. Any request received after this period will be responded to within 15 days of the request. Such additional information should be required from the officer named in this contract notice or in the letter/e-mail providing the information about contract award if different. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
