A framework agreement is an ‘umbrella agreement’ that sets out the terms (particularly relating to price, quality and quantity) under which individual contracts (call-offs) can be made throughout the period of the agreement (normally a maximum of 4 years). The House of Lords intends to use a framework agreement to obtain the products that will be offered for sale in the House of Lords Gift shop.
This framework, with multiple lots, will provide the products required by the House of Lords Gift Shop for the next 4 years, including the continuation of current product ranges and future product development. The total number of product lines stocked is currently 150. This could potentially increase to up to 500 lines during the lifetime of this Framework.
The House of Lords considers that this framework may be suitable for all companies, large and small providing single product lines and/or ranges of products.
The gift shop is located within the Palace of Westminster in an area which is not accessible to the general public. Customers using the Gift Shop are in the main Peers, staff of the House and guests attending events.
The products offered for sale are high quality, House of Lords branded and exclusive to the House of Lords Gift Shop. Some products are also supplied in limited numbers to the House of Commons Gift Shop and the Parliamentary Book Shop. Product design is inspired by a combination of elements - the features around the Parliamentary Estate, the Portcullis logo, elements of Augustus Pugin’s interior designs and other Parliamentary artwork. Products and ranges stocked are generally in line with those items that are found in heritage and museum gift shops.
The House of Lords is considering the options available in order to increase its retailing activities including potentially expanding the retail space and examining possible e-commerce activity in the future.
