Duration in months: 96
Justification for a framework agreement, the duration of which exceeds four years: Justification is made on the grounds that the length of underlying contracts awarded under this framework agreement will typically exceed a term of four years. Re: allies Works Ltd (Re:allies) has moved away from a sole supplier model and has structured this framework agreement to allow for the appointment of multiple suppliers across a range of product categories. Re: allies therefore wishes to ensure that the appointed suppliers are each afforded ample opportunity to compete for and secure underlying contracts under this framework agreement during its term so that they may recover their initial investment in participating in the procurement. Re: allies believes that a framework term of potentially 8 years will help to ensure this.

II.1.5)Short description of the contract or purchase(s)

Re:allies is a social housing regeneration consortia. Its membership consists of regional housing consortia who bring together unmatched experience in procurement and regeneration. The membership currently consists of Procure Plus (PP), Efficiency North (EN) and Central Housing Investment Consortium (CHIC). Further information can be found by visiting www.re-allies.com.

Re:allies wishes to procure and enter into a framework agreement with multiple suppliers, each of which will be required to supply and distribute a broad range of goods required primarily for responsive maintenance of housing stock and also the planned maintenance and construction of housing stock. The goods will be supplied to the customer via a range of different supply models including access to a counter, a delivery service, van stock replenishment or managed store. The choice of the supply method will vary according to the needs of the individual customer. Appointed suppliers must be able to manage transactions arising from the supply of the goods. The framework agreement will allow the contracting authorities named and referred to within this notice to enter into underlying contracts for the supplies covered by the framework agreement. The framework agreement is divided into five Lots and the details are as follows -
1. General building
2. Plumbing and heating
3. Electrical
4. Multi-product category
5. Customer specific service
Bidders are permitted to tender for one or all Lots. Bidders should ensure that they have read and understood the requirement in respect of each Lot. Re:allies encourages Bidders to bid for as many Lots as they are able to deliver.
Re:allies will host a Bidders Event on the 9.11.2016 from 10:00 - 13:00. The event will be held at Stoke City Football Club, Stanley Matthews Way, Stoke on Trent, ST4 43G. The purpose of the event is to give an overview of the opportunity and the procurement process. It will be an opportunity for the Bidders to meet the Re:allies team. Registration instructions are located within the invitation to tender.
The framework agreement will be in place for an initial period of 48 months. Re:allies reserve the right to extend the term by a further 48 months. The justification for the extended term can be located in section II.1.4 of this Notice.
Individual contracting authorities entitled to access the framework agreement will have the option to agree and award underlying contracts to the appointed suppliers at any stage during the term of the framework agreement. The following contracting authorities will be entitled to agree and award underlying contracts under the framework agreement as and when required -
1. Any member of Re:allies from time to time (a ‘Re:allies Member’), which for the avoidance of doubt currently includes PP, EN and CHIC.
2. Any procurement consortia customer of Re:allies or of a Re:allies Member from time to time (a ‘Procurement Consortia Customer’ which currently includes Cumbria Housing Partnership Limited (CHP); and
3. Any member or customer of a Re:allies Member or of a Procurement Consortia Customer from time to time, which may include:

(i) Any Social Housing Provider in the United Kingdom from time to time. ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered providers, local authorities and Arms Length Management Organisations (ALMOs). 4. Any contractor or supplier appointed to any other framework agreement of Re:allies or of a Re:allies Member from time to time.

The contracting authorities referred to in paragraphs 1-3 above have requirements predominantly in the North of England and Midlands. Contracting authorities in other areas of the UK may also use the framework agreement. Contracting authorities referred to paragraphs 1-3 shall be under no obligation to use the framework agreement.
