Suffolk County Council wishes to appoint a multi-disciplinary Design Team to produce the design for The Hold; initially, this will be up to and including RIBA stage 3 design level, obtain planning, building regulations and any other consents. Subject to securing Round 2 HLF funding, the contract would then be extended to complete development, to include production of detailed designs and specifications, and assist with the production of ITT documents for construction contractors, and to provide pre and post tender advice. The development is to achieve BREEAM excellent standard or better in accordance with the policies of both SCC and UCS.

Suffolk County Council has adopted Constructionline, a certification service for construction-related contractors, consultants and material suppliers to reduce the administrative burden on suppliers wishing to apply for this opportunity.

Precise information on deadline(s) for lodging appeals: Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to the tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland).
