Newquay Cornwall Airport (NCA) is located 6 miles northeast of Newquay on Cornwall’s north coast. NCA allows in-bound visitors access to Cornwall by air which serves the important tourism industry and provides the residents of Cornwall with UK and international flights for leisure, business and holiday purposes. NCA is an important part of the transport infrastructure which increases the attractiveness of Cornwall as a place to invest and it provides a vital link to the Isles of Scilly.
NCA was previously under the operation of RAF St. Mawgan. The transition from military to civilian control was completed in December 2008 whereupon Cornwall Airport Limited (CAL) assumed operational responsibility for NCA.
CAL is a private limited company wholly owned by Cornwall Council. The Council currently provides financial support to CAL under the terms of a Public Service Obligations Agreement. The Council considers it essential for the economic and social well being and development of Cornwall that NCA continues to operate and improve.
The Council wishes to invite responses from parties interested in:
1. The future operational management of NCA; and / or
2. The development of land within and adjacent to NCA.
1. Operation of NCA
The Council wants to consider all of the options for the future operational management of NCA. These may include entering into a management services agreement or divesting all or part of the shareholding in CAL. All feasible options that will promote the continued operation and improvement of NCA will be considered.
2. Land Development
In August 2011 NCA was awarded Enterprise Zone status which provides incentives for investment through a combination of business rate discounts and simplified planning procedures. There are two areas of land in the Enterprise Zone that are potentially available for development:
- 23 hectares of land within the NCA boundary with direct access to the runway and terminal building which offers hangar buildings and associated offices for direct aeronautical use; and,
- 32 hectares of brownfield land adjacent to NCA that provides an opportunity to develop a large business park benefiting from direct airport access and road connectivity.
The Council will consider all development options including the grant of long leases or entering into development agreements.
Interested parties will be sent an Information Memorandum and a Questionnaire to complete and return.
Details as to how to express interest are to be found in the Additional Information below. Please note that the Council will not evaluate responses to the Questionnaire and information provided will not be considered in a future procurement exercise (if any).
