The Contracting Authority is seeking to establish a multi-lot Framework agreement for our on-going requirement for window cleaning to Academic buildings (Lot A) and Residential buildings (Lot B), on Bailrigg Campus and at Chancellor's Wharf, Lancaster City centre.
Under the Restricted procedure PQQ stage, the Contracting Authority aims to progress a minimum of 5 Economic Operators per Lot through to ITT stage with a view to establishing a Framework consisting of 2 Lots; Academic buildings (Lot A) and Residential buildings (Lot B) with up to 3 Economic Operators on each Lot. The contract will be awarded for a period of 2 years with options to extend for up to a further 2 years (total possible duration 4 years). If less than 3 Economic Operators meet the requirements to get on each Framework Lot, the Contracting Authority reserves the right to proceed to establish the Framework with less than 3 Economic Operators on each Lot or to cancel the procurement of that Lot. For successful Economic Operators placed on the resulting Framework; on each occasion the service is required, the Contracting Authority will conduct a mini-competition with all Economic Operators on the relevant Framework Lot, and award the package of work to the Economic Operator in accordance with the criteria laid out in the mini-competition information.
