The framework will be structured into 5 Lots:Lot 1 - Legal Services;
Lot 2 - Taxation and Accountancy Services;
Lot 3 - International Payroll Services;
Lot 4 - Domiciliation Services;
Lot 5 - Relocation Services.
At some point during the life of the Framework Agreement the current members of the following Consortia may wish to utilise the Agreement and should have access at any point with the permission of NWUPC. Therefore, it should also apply, with the express written permission of NWUPC, to any member of any other Higher or Further Education regional purchasing consortium or any other Higher Education Institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this Agreement. NWUPC will only grant permission at the request of the consortium; or an Institution if it is not a member of a Consortium. This Agreement is not intended to replace any current Agreements that either participating or non-participating Consortia may already have in place. This Framework Agreement will commence on 1.9.2016 for an initial period of 36 months until 31.8.2019 with the option to extend the Agreement for 12 months until 31.8.2020 subject to satisfactory Economic Operator performance.
The Framework Agreement will be split into 5 lots as follows:
Lot 1 - Legal Services;
Lot 2 - Taxation and Accountancy Services;
Lot 3 - International Payroll Services;
Lot 4 - Domiciliation Services;
Lot 5 - Relocation Services.
You can apply for a single lot or for multiple lots. You only need to complete and return one ITT document no matter how many lots you are applying for. However you must indicate in section 4 Lot Application which of the lots You wish to apply for. You will also have to complete any Lot specific documents. A full list of the documents required for a complete tender submission is provided in section 18 Document Check-list. Each bid will be assessed on its own merits and each lot will be evaluated and awarded separately. Successful award on a particular lot does not enable You to supply under any other Lot(s).
Each firm tendering for Lot 2 will be expected to provide a web based knowledge portal providing summary taxation guidance and advice with a Higher Education focus for country by country on a worldwide basis. Firms tendering for Lot 2 can confirm that they are willing to provide a web based knowledge portal as per question 7 of Appendix 7. Firm should be able to tailor their advice to take into the account the regional requirements depending on the location of the University.

Lot No: 1 Lot title: Provision of Legal ServicesScenarios of Global Mobility that the firms needs to be able cover are:
- Outbound assignments from UK (staff, contractors and students working overseas);
- Sending people abroad to a territory when the University has no existing presence. Secondments overseas may be short term (less than 6 months) to long term (2 years or more);
- Setting up independent operation that is an extension of the University in an overseas territory;
- Inbound assignments to UK (either employing staff, interns, contractors and students currently resident overseas or accepting secondments from overseas Universities or other organisations);

- Strategic understanding of employment opportunities, risks and costs by jurisdiction, to enable advice on optimum organisational structure.

Assistance and development of policies, procedures and check-lists for monitoring staff movements to help Institutions to capture the correct information to aid their decision making.

1. Set-up and registration of University's or overseas subsidiary's payroll with the necessary governmental agencies;
2. Obtaining any necessary licenses for the University or the overseas agent/subsidiary to operate payroll;
3. Assisting employees obtaining necessary tax identification numbers in host territory;
4. Payroll set-up;
5. Withholding tax obligations - collection, payment and reporting;
6. Foreign currency management;
7. Application for certificate of tax credit if necessary;
8. Operation of monthly/fortnight payroll (depending on host territory's requirements/standards);
9. Shadow payroll calculations;
10. Preparation and submission of Employer forms in a timely basis;
11. Preparation and submission of Year End forms;
12. Preparation and submission of monthly and annual reconciliations to the University;
13. Translation of documents;
14. Regular updates to University on anything that changes that impacts the University's payroll or employees;
15. Social Security implications.

1. Advice on the most appropriate legal form for overseas entity - company or branch or representative office. This advice should include details of the requirements and restrictions of the different legal forms and the ease of establishment and liquidating entity.
2. Depending on legal form, advice on cash/profit repatriation strategies.
3. Management in establishment of the appropriate legal entity.
4. Drafting and review of necessary legal documents to establish the entity and preparing the statutory registers.
5. Translation of documents.
6. Assist with having documents notarised and legalised overseas.
7. Advice regarding the requirements for local resident directors, domiciliation agents, company secretary, auditors, accountants and any other compliance officers required. Assist with locating and appointing individuals where necessary.
