By way of background, the Secretary of State for the Environment, Food and Rural Affairs (the Minister) has obligations in respect of sections 28, 29 and 30 of the Land Drainage Act 1991 (the Act, as amended). We require the services of a supplier to help ensure that the Minister may fulfil these statutory duties. The main aspects of the services required are: The provision of technical engineering reports to the Agricultural Land and Drainage Tribunals (the Tribunals) on applications relating to land drainage matters covered by sections 28 and 30 of the Act; Attendance at Tribunal hearings as an expert witness; Work required in connection with the fulfilment of the Minister's statutory requirements and the Tribunals; Provision of assistance to Environment Agency enforcement staff on implementing the Tribunals' decisions that have not been resolved despite interventions made by the supplier and the Tribunals' secretaries; and Provision of general services to assist the Environment Agency with their responsibilities and obligations in respect of the Tribunals and relevant land drainage matters. It is anticipated that the contract will be awarded for an initial period of one year to start on 1.8.2016 with the option to extend for three further periods of one year.
