Birmingham City Council invites organisations to tender for a legal entitlement advice service for welfare benefits, debt management and employment. This is to tackle the huge issue of inequality and promote social cohesion. The service will be key to tackling inequality and promoting social cohesion by providing advice services to citizens, ensuring they can source independent legal entitlement advice.
The legal entitlement advice service are looking to commission a consortium of advice providers or separate independent advice providers to deliver advice services relating to welfare benefit, debt management and employment to the citizens of Birmingham via telephone/ web advice and face to face advice service.
The annual budget is in the region of 400 000 GBP but in year 1, LEAS will provide an additional 50 000 GBP to facilitate the phased requirement for meeting increased channel shift targets. In year 1, 30 % telephone/online advice, year 2, 50 % and by year 3, 70 %. The contract is intended to last for the duration of two years with an option to extend for one year. The start date is to be 1.4.2016.

Description of particular conditions: The successful tenderer will be required to participate actively in the service related economic, social and environmental regeneration of the locality of and surrounding the place of delivery for the procurement. Accordingly, tender evaluation and contract performance conditions may relate in particular to social, economic and environmental considerations. In addition the successful bidders who will offer their service to Birmingham City Council will be expected to sign up to the Birmingham Business Charter for Social Responsibility (see tender document).
