In accordance with The Control of Asbestos Regulations 2012, Midland Heart requires an asbestos surveying and analytical contractor, accredited by UKAS to ISO17020 and ISO12025 standards, to undertake asbestos surveys, sampling and analytical monitoring in accordance with current legislation (and any future amendment's hereof).
Midland Heart expects both Contractors to deliver this Contract across the Midland Heart Geographical scope which is indicated on the attached Map.
The Contract will cover Midland Hearts Customer and Communities properties, Care and Support properties and Leasehold properties. The start date will be staggered for the Leasehold properties whilst Midland Heart completes Section 20 Consultation.
The Contract duration will be for 2 years with the option to extend annually for a further 3 years subject to continuous satisfactory performance and completion of an annual performance review.
The Contract start date will be the 1.4.2016 for Customer and Communities and Care and Support properties, the Leasehold properties will be handed over as soon as possible after the 1.4.2016 once the Section 20 Consultation has concluded.
The total Contract value is 600 000 GBP per annum (Inc. VAT) and is divided into two lots as follows;
Lot 1 - Approximately 400 000 GBP (Inc. VAT)
Undertake void Asbestos surveys (this may include refurbishment surveys of kitchen, bathroom, central heating, windows & doors, roof, loft spaces, electrical re-wires and a management survey of all remaining areas of the property to include gardens and outbuildings). Void Asbestos surveys are subject to 48 hour turnaround time.
Provide Asbestos surveys in support of the Midland Heart named Asset planned programmes, likely to be: kitchen and bathroom surveys, surveys to cover windows and doors, roofs, other structural works and electrical testing and remedial works. Undertaking either management survey, management survey with refurbishment elements or full refurbishment/demolition survey. All are subject to 10 working day turnaround from point of access.
Provide Asbestos surveys in support of responsive repairs. To undertake Asbestos surveys and sampling as specified by Midland Heart on an individual basis. Subject to a 5 working day turnaround from point of access.
Provide communal/block re-inspection and survey reports. Subject to completion within Midland Heart's compliance deadlines, 4 week leading time issued.
Provide emergency call-outs. The Contractor will need to attend within 2 hours of request. This may be to provide sampling / survey / air monitoring or consultancy advice. Target - 2 hours.
Provide analytical monitoring. At the request of Midland Heart, analytical air monitoring will consist of background, leak, personal, site clearance, reassurance or a combination of the above to be undertaken in accordance with the Midland Heart Asbestos Management Plan.
Lot 2 - Approximately 200 000 GBP (Inc. VAT)
Provide Asbestos surveys in support of Midland Heart named Asset planned programmes, likely to be: surveys for boiler upgrades & central heating installations and storage replacements. Undertaking either management survey, management survey with refurbishment elements or full refurbishment/demolition survey. All are subject to 10 working day turnaround from point of access.
Provide Asbestos surveys in support of responsive repairs. To undertake Asbestos surveys and sampling as specified by Midland Heart on an individual basis. Subject to a 5 working day turnaround from point of access.
Provide communal/block re-inspection and survey reports. Subject to completion within Midland Heart's compliance deadlines, 4 week leading time issued.
Provide emergency call-outs. The Contractor will need to attend within 2 hours of request. This may be to provide sampling / survey / air monitoring or consultancy advice. Target - 2 hours.

If Midland Heart has emergency or urgent works we will offer the work to both Contractors, the Contractor who has the capacity on the day to deliver the quickest will be awarded the work. If both Contractors have the capacity to deliver it will be the Contractor who is cheapest that will be awarded the work.
The minimum requirements to be considered for this Contract are pass/fail and are as follows:
Financial Standing. Midland Heart has a turnover requirement which is a maximum of 2x the Contract value per annum of the Lot/Lots you are applying for. You will be required to submit a copy of your audited accounts as part of the tender to evidence that you meet this criteria.
Insurance. Midland Heart requires you to have the following insurance levels in place. If your current insurance levels do not comply it is satisfactory to submit a statement which details you will put the required levels in place should you be successful in being awarded the tender. The insurance levels needed are: Public and Product Liability £10 million, Employers Liability £5 million and Professional Indemnity Insurance £5 million. Insurance certificates and/or your statement of intent will be required for submission with your tender.
The Contractors Duty Form must be signed and returned as part of the tender process.
Midland Hearts Health & Safety Code of Conduct must be signed and your Health & Safety policy submitted if you have over 5 employees - if not we expect you to submit your processes for Health & Safety as part of the tender process.
You will be required to provide proof that you are ISO/IEC 17020:2012 accredited or equivalent.
You will be required to provide proof that you are ISO/IEC 17025:2005 accredited or equivalent.
You will be required to provide evidence that you have the current capability, or the willingness to put in place for the Contract start date, Keystone compatible Asbestos survey information for a Keystone database upload.
Midland Heart does not permit the use any sub contractors on this Contract for Asbestos surveying and/or analytical works.
Grounds for Exclusion
In line with the Public Contract Regulations 2015 Section 57; you will be excluded from the procurement process if there is evidence of convictions relating to specific criminal offences including, but not limited to, bribery, corruption, conspiracy, terrorism, fraud and money laundering, or if you have been the subject of a binding legal decision which found a breach of legal obligations to pay tax or social security obligations (except where this is disproportionate e.g. only minor amounts involved).
