The Flight Simulators and Synthetic Trainers Project Team, part of the UK Ministry of Defence (MOD), intends to award a 4 years and nine months contract to BAE Systems for the provision of synthetic training for the Hawk T Mk1/1A platform. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(4)(a) of Directive 2009/81/EC (Regulation 16(1)(d)(i)(aa)(additional services) of the Defence and Security Public Contracts Regulations 2011). This is because the Hawk T Mk1/1A platform has been extended beyond the original service life assumed at contract award and there is a requirement to provide synthetic aircrew training from the end of the current contract (December 2015) until the revised date of September 2020. An analysis of the available options has concluded that the continued use of the existing training assets which are owned by BAE Systems is the preferred solution and offers best value for money. The use of a different contractor would require MOD to take ownership and title of the existing training assets or require the purchase of new training assets which would incur additional costs for MOD and does not deliver best value for money. This would also cause an unacceptable delay in the provision of the training service. In accordance with Regulation 16(5) it is confirmed that the value of the proposed additional services does not exceed 50 % of the value of the original contract.
