Previous PINs (published on 27.3.2015 and 30.4.2015) sought expressions of interest from interested bidders. The Care Quality Commission (CQC) is now issuing this PIN, and is now issuing the Invitation to Tender (ITT) to all those who have expressed interest for the provision of Experts by Experience (ExE) Services in England from 1.12.2015. Contracts will be awarded without further publication.
Background
A.CQC is looking for organisations to provide ExE Services that will include the attraction, recruitment, training, management and deployment of ExE.
B.ExE are people from diverse backgrounds who use regulated services or have done so in within the past 5 years and/or care for people who do so. These ExE are required by CQC to take part in its inspections events and other events. They bring knowledge, skills and experience in the use of services which enables them to communicate with other people who use services.
C.CQC carries out comprehensive or focused inspections:
- A comprehensive inspection event is planned in advance, and includes all aspects of the health and care service.
- A focused inspection event is unplanned. This may happen at short notice and could take place if there are areas of concern that have been raised during a comprehensive inspection event or through on going monitoring work.
These organisations will be responsible for managing ExE on a day-to-day basis. They will be required to co-ordinate, and arrange activities including but not limited to the following:
- Source a diverse range of ExE that meet the profiles outlined above.
- Interview ExE to ensure they are suitable for the role
- Carry out DBS checks on all ExE and any support workers they may have
- Carry out training of ExE both with CQC and separately
- Organise any reasonable adjustments to enable ExE to perform their activities
- Allocate appropriate ExE for inspections, Mental Health Act visits and any other work
- Pay ExE and their support workers for carrying out their work
- Provide ongoing support to, and performance manage, ExE - including support around benefits, and emotional support where necessary
- Address any performance issues of ExE in a timely and appropriate manner
- Take part in meetings and discussions with the CQC programme management team
- Take part in programme development activities
- Work collaboratively with other organisations engaged in the programme
Through the organisations CQC requires to access ExE with the following (but not limited to) backgrounds:
- People in the early stages of dementia or their family carers
- Older people with experience of using health and/or social care services, or their family carers
- People who have used mental health services, including those who have recently been or are currently detained under the Mental Health Act
- People who have used substance misuse services
- People with learning disabilities
- Family carers of people with profound and multiple learning disabilities, complex needs, and/or behaviour that is described as to be challenging.
- People with physical and/or sensory impairments
- Family carers of children and young people who use care services, including mental health services
- Children   young people who use services
- People who have recently used maternity services
Duration of contract(s)
Initial periods of 18 months with option(s) (exercisable at CQC's sole discretion) to extend the contracts for period(s) up to but not more than an additional 18 months in total.
Brief description of the award procedure
CQC intend to undertake the following process including but not limited to: Invitation to tender, evaluation (including presentations) and award. The Light Touch regime set out in Section 7 of Part 3 of the Public Contracts Regulations 2015 applies.
