Justification for the choice of the negotiated procedure without prior publication of a contract notice in the OJEU in accordance with Directive 2004/18/EC

HeBe Works Ltd have exclusive rights to the Leeds Open Data platform (The Leeds Data Mill) platform under an Innovate UK funded Programme. Under this programme Innovate UK (Formerly the Technology Strategy Board Board) has grant funded an Open Data research project based on a collaboration between York City Council, University of Central Lancashire (UCLAN), Leeds City Council, York Local TV Channel (Hello York) and HeBe Works Ltd. Under the collaboration agreement HeBe Works Ltd. have exclusive rights to the Open Data Platform (Leeds Data Mill) in order to fulfil their obligations under the Grant Funding agreement. The achievement of the Innovate UK Programme is entirely dependent on the availability of an appropriate Open Data platform and development capability. HeBe Works Ltd. have been involved in the conception, design and delivery of the Leeds Data Mill for over 12 months, have exclusive rights and the most appropriate technical and delivery environment for the Innovate UK project. The Data Mill has been designed to meet the specific needs of Leeds and is a unique environment, conceived, designed and delivered by HeBe Works Ltd.
