The NWUPC wishes to establish a multi provider Framework Agreement for the supply, delivery and installation of Furniture. The NWUPC is acting as lead consortia. The agreement put in place will be open to NWUPC and CPC for requirements in relation to Furniture.
The scope of the Framework Agreement will include but not be limited to the following items contained in Table 1 and 2 below.

Tables (including general, flip top and coffee tables)
Seating (including office, specialist ergonomic, general, conference visitor and stackable seating)
Storage (including tambour units, bookcases, storage units cupboards, filing cabinets and pedestals)
Screens
It is a mandatory requirement that the Potential Provider can supply ALL of the above products through the framework agreement.
In addition to the above the Framework Agreement will also include the provision of the following product groups.

The ability to provide the above types of furniture will not be mandatory.
Awarded suppliers will be able to provide products from their own ranges or from third party manufacturers but in all instances the orders will be placed with, invoiced by, and managed by, the Agreement holder or their nominated distributor.
This Framework Agreement will commence on 1.1.2015 for an initial period of 2 years until 31.12.2016. Consideration will be given to extending the Agreement for a further 2 12-month periods until 31.12.2018, subject to satisfactory performance and the agreement of both parties.
NWUPC and CPC have committed to participate in this procurement exercise. Please see below the level of spend through the current NWUPC Furniture Framework Agreement from November 2010 to January 2014.

The estimated annual value of the contract is between GBP 9 881 702.48 to GBP 39 526 809.92, this estimated is based on the previous spend through the current NWUPC Furniture Framework Agreement. Spend through the Framework Agreement may potentially increase due a potential increase in capital spend for NWUPC members and a possible increased CPC membership.
There no guaranteed level of expenditure on this Agreement; the competitiveness, level of service offered, and marketing effort of the chosen suppliers will be a large factor in determining how many institutions support the Agreement. The Authority are looking for Providers who will actively promote and market the Agreement and it is anticipated that multiple Providers will be appointed under the Framework Agreement.

CPC membership is growing and is likely to increase during the period of this framework agreement.
The Framework Agreement is to be open to the current and future member institutions and affiliated Public Sector bodies including FE colleges as defined by the Consortia. Any other HE or FE Institution within the UK wishing to participate in this agreement is only able to do so via a subsequent application that is accepted by the NWUPC. The membership of the Consortia may change in the future owing to strategic realignment or the inclusion of new full or associate and affiliate members, who could be outside the education/research sector, but within the public sector. Institutions that are not members of the Consortia may be subject to the payment of additional access fees on an annual basis to the co-ordinating body in respect of their use of the agreement. These fees are individually agreed up front with each institution and may be waived at the discretion of the NWUPC. The agreements will also be made available, during their incubation period, to those participating institutions spin off companies where 50 % or more of their equity is owned by a participating institution or group of participating institutions.

All Agreements resulting from this tender process should be made available to and apply to all current and future members of the participating consortia. It should also apply, with the express written permission of the Authority, to any member of any other Higher or Further Education regional purchasing consortium or any other Higher Education Institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this Agreement. The Authority will only grant permission at the request of the consortium; or an institution if it is not a member of a Consortium. This Agreement is not intended to replace any current Agreements that either participating or non-participating consortia may already have in place.

This framework agreement will be open for NWUPC and CPC members for European Regional Development Fund (ERDF) projects.
Any clarifications about the procurement should be submitted in writing by the methods outlined in Section 1.6 in the Pre-Qualification Introduction document and be received by Thursday 29.5.2014, otherwise a response cannot be guaranteed. The NWUPC will endeavour to respond to all requests for clarification within 5 working days.
