Horsham District Council requires a Financial Management System (FMS) and associated maintenance agreement. This is the Council main financial system covering accounting, budgeting, supplier and debtor management.

Horsham District Council will soon be tendering for a new Financial Management System FMS.
The council has a wide range of services including planning, development control, property management, temporary housing, community development, waste collection, environmental health, car parking, theatre and museum. The annual net revenue budget is GBP 13 000 000 with a 5 year capital budget of about GBP 60 000 000.
We are looking for a system that not only robustly and efficiently deals with the core processes of credit and debtor control, general ledger, budget monitoring but also looks to the future where the FMS is a key enabler in raising the performance of the council and its services. As such the Council is willing to consider either Cloud based or a system hosted on its own servers.
The Council sees the use of information technology as key to its development so expects the system to have the flexibility to work easily with other systems and be able to be developed in order to provide enhanced service to the Council's accountants, managers, suppliers and debtors.
If you feel you can provide a system to meet our needs we would like to hear from you by means of a brief (max. 2 pages A4) overview of your company and product offering.
The council intends to meet suppliers who they feel can help in February.
