Estimated value excluding VAT: 2 500 000,00 GBPIt is envisaged that the contract will start in April 2012 and that the duration of the framework will be for 3 years with an option to extend for a further one year subject to satisfactory performance of the supplier and the Council still having need for the framework agreement. The contract values given are indicative only and are for the initial contract period only as the Council can not guarantee the future level of need under this arrangement.

Section III: Legal, economic, financial and technical information
Information and formalities necessary for evaluating if the requirements are met: Organisations will be required to complete a pre-qualification questionnaire (PQQ). This is available from the e-tendering website used by the council at http://scms.alito.co.uk together with other information which provides more explanation of the Councils requirements along with instructions for completion and return of the PQQ prior to the closing date of the PQQ.

Additional information about electronic auction: The Council reserves the right to employ e-auction technology as part of the framework award and operation.

If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006/5 (as amended)) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the court has the options to award damages and/or to shorten or order the contract ineffective.
