The works/goods/services can be provided only by a particular tenderer for reasons that are: technical
The Council has an estate of 60 RFID (Radio Frequency Identification) self-service kiosks installed in 32 of its libraries; which have been installed over a period of time since 2008. The equipment is proprietary in nature and can only be maintained by the original equipment manufacturer. In addition, a number of the kiosks are beyond their economic life and require upgrading/replacing. Given the proprietary nature of the system it is not possible to obtain alternative kiosks to work within the estate and it is not practical to replace the entire estate.
