Procure Plus (PP) is a not for profit social housing regeneration consortium based in the North West of England and has formed an alliance with Cumbria Housing Partners (CHP), Procure Plus Associates (PPAL) and Efficiency North (EN). The collective name for this alliance is Re:allies. Further housing consortia from across the United Kingdom may join the alliance from time to time. Re:allies brings together expertise from across the North of England to deliver a highly efficient approach to procurement and re-generation at a local level. PP will act on behalf of the Re:allies alliance and will procure the framework agreement on behalf of the Re:allies members (including any future successors to these organisations). PP will manage the operation of the framework agreement pursuant to this procurement. Further background information can also be obtained by visiting www.re-allies.com.
PP is a regeneration company and social and economic improvement is our fundamental purpose. We establish framework agreements that leverage demand for works, goods and services in the construction market. PP's members, clients and customers are predominantly social housing providers and are wholly committed to the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are under-represented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market. These groups include, but are not limited to, people from a black or minority ethnic background, ex-offenders, females and young people who are not in education, employment or training.PP will enter into a framework agreement with multiple suppliers for the provision of waste management services. Suppliers who are appointed to the framework agreement will be required to provide a complete waste management service for all types of waste that is generated through activity in the areas listed below -
1. Construction based activities generating waste that includes, but is not limited to, hard core and inert, packaging, metals, timber, glass, plastics, carpet, tiles and ceramics, plaster cement, concrete, insulation, furniture, hazardous waste such as light bulbs and fluorescent lamps and tubes, waste electrical and electronic equipment, oils and paints.
2. Office and administrative activities generating waste that includes, but is not limited, to paper and card, confidential paper, food waste, dry recyclables such as plastic drinking cups and bottles, glass bottles and jars, metal cans, ink and toner cartridges, hazardous waste such as light bulbs and fluorescent lamps and tubes, waste electrical and electronic equipment, mixed batteries, sanitary waste and office furniture.
The framework agreement will provide a cost effective and auditable waste management service that utilises the customer's local supply chain wherever possible, ensures compliance through the provision of accurate management information, and continuous efficiency in the customer's waste management practices.
Suppliers who are appointed to the framework will be required to provide an ad-hoc, as well as planned, waste removal service for the activities covered above. This will include services for one off projects, such as initiatives to improve the environment and appearance of the communities within which the residents live. The suppliers appointed to the framework agreement will be expected to deliver the services to a consistently high standard and demonstrate that they share PP's commitment to regeneration, specifically the support of local business and the investment of savings directly into business, jobs and skills within our customer's communities. The framework agreement will allow contracting authorities and organisations named and referred to within this notice to enter into underlying contracts for the provision of waste management services covered by the framework agreement. The services will be delivered predominantly in the areas of Greater Manchester, Lancashire, Merseyside, Cheshire, Shropshire, Staffordshire, Cumbria and Yorkshire and Humberside. However those contracting authorities and organisations with stock in other areas of the UK may use this framework agreement.
The framework agreement will be divided into seven Lots and they are as follows:
1. Greater Manchester;
2. Cheshire;
3. Staffordshire and Shropshire;
4. Cumbria;
5. Merseyside;
6. Lancashire;
7. Yorkshire and Humberside.
The framework agreement will be in place for a period of four years and will not be extended beyond this period, however contracts called-off under the framework agreement may, where appropriate, continue beyond the 48 month term.
The following contracting authorities and organisations will be entitled to agree and call off contracts under the proposed framework agreement as and when required -
1. PP's members (both current and future). A list of PP's current members is set out in section V1.3 of this Notice.
2. CHP's members (both current and future). A list of CHP's current members is set out in section VI.3 of this Notice.

5. The current and future members or any other member of the Re:allies alliance from time to time;
6. Any partner or customer of PP, CHP, PPAL, EN or any other Re:allies member from time which may include any social housing provider in the United Kingdom,. "Social housing provider” for this purpose means any provider of social housing and includes registered housing providers (a list of these can be found by visiting www.homesandcommunities.co.uk), local authorities, local government ALMO s and unitary authorities. A list of PP's current partners and customers is set out in section VI.3 of this Notice;
7. The framework agreement will also be available for use by organisations who are party to PP's current and future framework agreements, including but not limited to framework agreements for the completion of gas servicing and repair, social value and refurbishment, new build and installation and repair works ("Other Framework Agreements”). A list of the organisations that are currently party to Other Framework Agreements is set out in section VI.3 of this Notice. The contracting authorities and organisations referred to in paragraphs 1 to 7 above have requirements predominantly in the North of England. However those with stock in other areas of the UK may use this framework agreement. The contracting authorities and organisations referred to in paragraph 1 to 7 above shall be under no obligation to use the framework agreement.
