Background
Kent County Council (the Council) is the largest local authority in England covering an area of over 3 500 square kilometres. It has an annual expenditure of over 1bn GBP on goods and services and a population of 1.48m. The Council provides a wide range of services on behalf of its residents, operating in partnership with 12 district councils, 289 parish/town councils and the NHS.

The Council is embarking on a journey to transform adult social care in Kent (http://www.kent.gov.uk/adult_social_services/transforming_adult_social_care.aspx). It is imperative that individuals are at the heart of adult social care activities receiving services that are easy to access, of good quality and that maximise their ability to live independently and safely in their community. By working in new and innovative ways with our partners in the NHS and organisations in the care sector we will:

- focus on prevention and targeted interventions;
- ensure that services respond rapidly and are more effective;
- support carers and empower individuals to do more for themselves.
The national strategy for learning disabilities, Valuing People Now (2009), is based on the following four principles:
- Rights: People with learning disability and their families have the same human rights as everyone else.
- Independent Living: This does not mean living on your own or having to do everything yourself. All disabled people should have greater choice and control over the support they need to go about their daily lives; greater access to housing, education, employment, leisure and transport opportunities and to participation in family and community life.
- Control: This is about being involved and in control of decisions made about your life. This is not usually doing exactly what you want, but is about having information and support to understand the different options and their implications and consequences, so people can make informed decisions about their own lives.
- Inclusion: This means being able to participate in all aspects of community - to work, learn, get ahead, meet people, be part of social networks and access goods and services - and have the support to do so.
Kent County Council has made a commitment to delivering this strategy to the people of Kent by commissioning outcome focused Learning Disability Services established on the principles and aims of Making ‘Valuing People Now’ happen in Kent (2012 - 2015). Kent has a Learning Disability Partnership Board for people with learning disabilities and a network of District Partnership Groups in place (http://kentldpb.org.uk/). The function of the Board is to make sure that the Valuing People Now strategy (http://www.valuingpeoplenow.dh.gov.uk/) is happening in Kent.

The purpose of the Valuing People Now Support and Facilitation Service is;
- To provide support across all 12 Districts of Kent County Council via the organisation and facilitation of The Kent Partnership Board and District Partnership Groups (DPG's).
- To facilitate and support the engagement of people with learning disabilities and their families in making sure Valuing People Now is happening in Kent.
- To make sure local people are aware of Valuing People Now and the work of Kent Learning Disability Partnership Board.
Process
The Council are inviting expressions of interest from providers who can provide this service for a 3 year contract period (1.4.2014 - 31.3.2017) with a maximum contract value of 420 000 GBP.

All expressions of interest must be completed via the Kent Business Portal. The portal can be found at the following web address: www.kentbusinessportal.org.uk. Note that you will have to register in order to express an interest. This expression of interest process will open on 16.10.2013 and close on 1.11.2013.

All providers who express an interest in this tender will be asked to complete a Pre-Qualification Questionnaire (PQQ) which will include financial assessment. The PQQ stage will open on 16.10.2013 and close on 1.11.2013.
Providers who are successful in passing the PQQ will then receive the Invitation to Tender (ITT) documentation which will include the Council's requirements for the service. It is proposed to issue the ITT on the week commencing 11.11.2013. A Provider Briefing Session will also be held at this time.
Responses to the ITT will be due by 6.12.2013 with evaluations taking place between 9-13 December.
Shortlisted providers will be asked to attend Interviews and a Presentation between 7.1.2014 - 10.1.2014, with the contract awarded 31.1.2014.
The contract will commence on 1.4.2014 and, unless terminated in accordance with the Conditions of Contract in section five of the ITT, will continue for 3 years until 31.3.2017.
